| Arizona Department of Emergency Management 2015 Application for Emergency Management Performance Grant Funds |
| Background Information |
The Emergency Management Performance Grant (EMPG) Program will provide over $350 million to build and sustain core capabilities across the prevention, protection, mitigation, response, and recovery mission areas to bolster emergency preparedness for all hazards at all levels of government. Applications are due no later than April 24, 2015.
Under the Stafford Act, FEMA (Federal Emergency Management Agency) is authorized to make grants to bolster emergency preparedness for the protection of life and property in the United States. The federal government, through the EMPG Program, provides necessary direction, coordination, guidance, and assistance so that a comprehensive emergency preparedness system exists for all hazards and for all levels of government.
This grant will be used primarily to staff Emergency Management with personnel working to plan, prepare, and respond to all emergencies in order to reduce the loss of life and property. Gila County coordinates response and recovery activities through implementation of emergency response plans during and after emergencies.
This year's priorities include: 1) completing the update of the northern and southern Gila County wildfire protection plans, 2) develop tactical interoperability plan, 3) update emergency operations plan, 4) beginning process of stakeholder engagement toward COOP (Continuity of Operations Programs), 5) rebuild our communication systems and processes for emergencies, and 6) selection, purchase, implementation of a community wide mass notification system. |

| Approval of this grant application will allow the Gila County Division of Health and Emergency Services to improve its response and recovery activities through implementation of emergency response plans, communications, and emergency operations center coordination during and after emergencies. |

| It is the recommendation of the Health and Emergency Services Division Director that the Board of Supervisors approve our application for the Arizona Department of Emergency Management Emergency Management Performance Grant in the amount of $160,000 with a general fund match of $110,000 and a soft match of volunteer hours of $50,000 for the period of 10/1/15 to 9/30/16. |

| Information/Discussion/Action to authorize the electronic submittal of the Arizona Department of Emergency Management 2015 Application for the Emergency Management Performance Grant Funds in the amount of $160,000 with a General Fund match of $110,000 and a soft match of volunteer hours of $50,000 for the period of October 1, 2015, to September 30, 2016, which, if approved, will enable the Health and Emergency Services Division to continue to provide and improve its response and recovery activities through implementation of emergency response plans, communications, and emergency operations center coordination during and after emergencies.
