Friends of Tonto Natural Bridge State Park Repairs Request

Background Information

The Friends of the Tonto Natural Bridge State Park (Friends) was organized in August 2009 to support the continued operation of the bridge when State budget cuts initially threatened closure of the park.

Evaluation

While the initial focus was for marketing/promoting the park, Friends have also determined maintenance requirements specifically with regards to the trails system in the park.

Conclusion

The Friends of Tonto Natural Bridge State Park requested the following priority items with regard to critical trail maintenance issues: 1) Guard rails - 18 pieces, various lengths 6 feet to 16 feet to total the 179 feet requested; 2) Railroad ties or guard rail posts - 19 four foot, 4 five foot, 6 six foot; and, 3) T-Posts - 52. Public Works reports that the County could meet this request except that the County does not have T posts that it could provide.

Recommendation

Public Works recommends selling for $1.00 the requested guard rail and guard rail posts. There is enough guard rail and guard rail posts to fulfill the request; however, there are no T-posts available. All guard rail and guard rail posts are located at the Star Valley Maintenance Yard. A.R.S. § 11-251(9) allows "[a] county, with unanimous consent of the board and without public auction," to "sell . . .any county property for a specific use to any solely charitable, social or benevolent nonprofit organization incorporated or operating in this state." A.R.S. § 11-259(58) allows the County "[o]n unanimous consent of the board of supervisors, . . . [to] sell any county property pursuant to paragraphs 56 and 57 of this section at less than fair market value. . . for a specific purpose to any charitable, social or benevolent nonprofit organization incorporated or operating in this state." Friends of Tonto Natural Bridge State Park is a 501(C)(3) nonprofit organization.

Suggested Motion

Information/Discussion/Action to approve sale for $1.00 to the Friends of the Tonto Natural Bridge State Park, as follows: 1) guard rails - 18 pieces, various lengths 6 feet to 16 feet to total the 179 feet required; and, 2) railroad ties or guard rail posts - 19 four foot, 4 five foot, 6 six foot in order to improve and help maintain the Tonto Natural Bridge State Park.
