Approval to purchase a 2015 CT660S SBA 6x4 Roll-On/Roll-Off Truck from Empire CAT.
Background Information
It is the intent of the Recycle/Landfill Department to purchase a new transfer truck with roll-on/roll-off capabilities.  The Department has been struggling with break-downs of the two roll-off trucks the County owns, which haul bins filled with recycle materials or waste.  There are only 2 trucks and they pick up bins every day.  They also haul loads of recycling to the Phoenix area weekly.  It is important to have both trucks available for maximum coverage.  In the past month, the Department has had to pay another company to haul and dump our bins because both trucks had mechanical issues and couldn’t run.
 
Information was provided to the Board of Supervisors at its February 17, 2015, regular meeting relevant to two options for purchasing a new roll-on/roll-off truck.  Option No. 1 was for the purchase of one new 2015 CT660S SBA 6X4 roll-on/roll-off truck; and Option No. 2 was for the lease-purchase of the roll-on/roll-off truck.  At that time, staff was researching the possibility of financial benefits by utilizing a lease-purchase agreement with Empire versus a straight out purchase for the roll-on/roll-off truck.  The agenda item was tabled at the February 17, 2015, meeting pending a detailed review of both purchase options.  After careful consideration and review, staff believes the best option to present to the Board is Option No. 1 for the straight out purchase of the roll-on/roll-off truck.  

The new truck would be equipped to haul a second 40 cubic yard bin pending the purchase of a trailer.  It is equipped with an automatic transmission to cut down on clutch replacements and down time.  It will be more efficient to operate and easier to drive in traffic.  Metal, paper and cardboard, out of both landfills, are being hauled to the recycle yards and getting more money per ton.
 
The plan is to retain both of the County owned trucks and use one as a spare.  The intent is to sell C-82, a 1993 Mack 14 wheel dump truck, that is used to haul cover material at the Russell Gulch Landfill.  The purchase was new in 1993 at a cost of $60,107.  It could be sold at the Gila County on-line auction.
Evaluation
On April 16, 2013, the Gila County Board of Supervisors ratified the Cooperative Purchasing Agreement between Gila County and the National IPA, a cooperative purchasing group.  As a member of the National IPA, Gila County can benefit through an existing contract that Caterpillar has between the City of Tucson and the National IPA, to buy a 2015 CT660S SBA 6x4 roll-on/roll-off truck.  The National IPA discount is thirty percent (30%) off the list price, which results in a significant cost savings of $58,923.90 for a base price of $133,694.78.  There is an additional cost of $45,050 for the roll-off body, a freight charge of $2,125, a document fee of $225, and sales tax of $15,102.63, which brings the total price to $196,197.41.
Conclusion
It would benefit Gila County to take advantage of a cooperative agreement that Caterpillar has with the City of Tucson and National IPA which results in a $58,923.90 savings for the discounted pricing offered through the City of Tucson contract.
Recommendation
The Public Works Division Director and the Finance Division Director recommend that the Board approve the purchase of one 2015, CT660S SBA 6x4 roll-on/roll-off truck to ensure continued and timely service to the residents of Gila County.
Suggested Motion
Information/Discussion/Action to approve a Customer Purchase Agreement between Gila County and Empire CAT for the purchase of one 2015, CT660S SBA 6x4 roll-on/roll-off truck in the total amount $196,197.41; and authorize the Chairman's signature on the Customer Purchase Agreement.  (Jeff Hessenius and Steve Stratton)
