Award Contract No. 121014-2 - Copper Administration Building Roof Replacement |
Background Information |
At the September 30, 2014, Board of Supervisors Regular Meeting, the Board approved the purchase of a used modular structured building to relocate existing County departments and personnel from private leased offices, to County property. This purchase will help mitigate the County's need to lease private office space.
The modular structured building will require various improvements and modifications to fulfill its newly designated purpose as an administration building. In order to facilitate the planning of the various stages of construction and keep the project moving forward, at the November 25, 2014 Board of Supervisors Work Session, staff requested that the Board approve a request for advance authorization to advertise the various items of work that will exceed the $50,000 threshold for the Copper Administration Building project only. Staff suggested, in lieu of taking each Request to Advertise before the Board each time a phase of construction is nearing commencement, a Request to Advertise form would be filled out by the Public Works Department, and then approved by the County Attorney's Office, the County Manager, and the Public Works Division Director. This request was approved by the Board of Supervisors.
Invitation for Bid (IFB) was advertised in the Arizona Silver Belt on March 4, 2015 and March 11, 2015, with a bid due date of March 18, 2015. On March 10, 2015, Addendum #1 was issued to provide clarifications to questions raised at the mandatory site visit. On March 12, 2015, Addendum #2 was issued to extend the bid date to April 1, 2015. On March 27, 2015 Addendum #3 was issued to provide gutter downspout layout drawings and Facia System Detail, as discussed during the site visit. IFB No. 121014-2 was emailed out to twenty contractors, two construction publications and posted on the County website. Three bids were received.
Per the Time of Completion provision in the IFB, work shall start no later than ten calendar days after the Notice to Proceed has been issued, and is to be substantially complete within forty-five calendar days from the Notice to Proceed date. Final Completion will be achieved after subsequent roof penetrations, as required, by other contractors have been made. |
Evaluation |
One of the key components required for the Copper Administration Building is to replace the existing roof. A new roof will need to be installed prior to beginning the construction on the remodel portion of the structure.
A mandatory site visit was held on March 10, 2015. Eleven Contractors attended the site visit. Sealed bids were received from three contractors. Bid responses were opened and evaluated in accordance with A.R.S. §41-2533, Competitive Sealed Bidding. |
Conclusion |
Prior to construction beginning on the inside of the Copper Administration Building, a new roof needs to be installed. After extensive review, and based on the bid responses received, it is the goal of the Finance Department and the Public Works Division to award a contract to the lowest, most responsible and qualified bidder. |
Recommendation |
The Finance Division Director and the Public Works Division Director recommends that the Board of Supervisors award a contract to Custom Roofing Co., Inc. for a base bid amount of $129,385.45 in response to Invitation for Bids No. 121014-2 - Copper Administration Building Roof Replacement. |
