Request to Advertise - Request For Qualifications No. 121714 for Design-Build Payson Courthouse Steps and Landings.
Background Information
The two story Payson Courthouse at 714 South Beeline Highway in Payson, Arizona, is in need of new steps and landings to the second floor.  The existing structure was built out of wood in the late 1980s and is in need of replacement.  Gila County wishes to hire a qualified contractor to design the project, and subsequently build it, to ensure the continued safety of all who utilize the steps to the second floor.
Evaluation
Gila County wishes to hire a qualified contractor to design and build new metal steps for the Payson Courthouse.  The existing steps are wooden and at least thirty years old.  A Request for Qualifications (RFQ) has been selected by staff as the best way to locate, evaluate responses and identify the most qualified contractor.

The Request for Qualifications process is a two-phase process.  Phase one is based on competence and qualifications only.  The first phase will be to assemble an evaluation committee to evaluate responses received from various contractors, and make a selection based on the evaluation scores.  The second phase of the RFQ process will then be to negotiate a contract with the successful qualifier.

The specifications call for substantial completion within ninety calendar days from the Notice to Proceed, with final completion no later than fifteen calendar days from date of substantial completion.

With the Board's approval, a notice for Request for Qualifications No. 121714 will be advertised in the Arizona Silver Belt on April 29, 2015 and May 6, 2015, with a due date of May 13, 2015.
Conclusion
The Payson Courthouse building is in need of new steps and landings to the second floor.  Through the RFQ process, the successful company must design and build a metal structure to replace the aging steps and landings.
Recommendation
The Finance Division Director and the Public Works Division Director recommends that the Board of Supervisors approve the request to advertise Request for Qualifications No. 121714 for the Design-Build of the Payson Courthouse Steps and Landings.
