Proclamation No. 2017-03 Proclaiming April 4, 2017 as Volunteer Recognition Day and recognizing County Volunteer Groups

Background Information
National County Government Month (April 2017) is an opportunity to highlight the wide range of services that county governments provide. In honor of National County Government Month and to participate in the "Mayor and County Recognition Day for National Service", Gila County staff and elected officials would like to recognize volunteer groups that give their time year-round to provide a direct service to Gila County residents.

These volunteers groups provide important services throughout Gila County, from Emergency Management to the Sheriff's Office, to Community Services. They perform search and rescue, facilitate emergency communications, and help low-income residents with tax preparation. In celebrating all that's good about County government, it is appropriate to acknowledge these residents countywide who give their time to Gila County.

The following groups volunteer their time year-round to provide a direct service to Gila County residents:
  • Gila County CASA (Court Appointed Special Advocates), Superior Court
  • Northern Gila County CERT (Certified Emergency Response Team), Sheriff’s Office
  • Southern Gila County CERT, Emergency Management
  • RACES (Radio Amateur Civil Emergency Service), Emergency Management
  • Globe Search & Rescue, Sheriff’s Office
  • Tonto Rim Search & Rescue, Sheriff's Office
  • Gila County Sheriff’s Reserve Posse Payson, Sheriff’s Office
  • Gila County Sheriff’s Reserve Posse Globe, Sheriff's Office
  • Gila County Sheriff's Office Dive Team, Sheriff's Office
  • VITA (Volunteer Income Tax Assistance) volunteer, Community Services
Countless individuals also give their time throughout the year help with events like the STEMFest and teen maze; serve on boards, committees, and commissions; and assist with information gathering like the Point in Time (PIT) Homeless count.
Evaluation
There are over 200 citizens who are members of established County volunteer groups, who volunteer their time year-round to provide direct service to Gila County residents.  These citizens volunteer well over 30,000 hours annually for the benefit of Gila County.

As a part of National County Government Month, the National Association of Counties (NACo) has joined with the League of Cities and Towns and the Corporation for National and Community Service to participate in the fifth annual "Mayor and County Recognition Day for National Service", which is April 4, 2017. By participating in Recognition Day 2017, Gila County joins 4,037 other counties, cities and towns to highlight the importance of volunteers in their communities.
Conclusion
It is appropriate to place this issue before the Board of Supervisors at this time to adopt Proclamation 2017-03 to proclaim April 4, 2017 as recognition day for Volunteer Service in Gila County.

Recommendation
Staff recommends that the Board of Supervisors adopt Proclamation 2017-03 proclaiming April 4, 2017 as Recognition Day for Volunteer Service in Gila County,  recognize those members of the public who volunteer their time to provide a direct service to Gila County residents.
Suggested Motion
Information/Discussion/Action to adopt Proclamation No. 2017-03 proclaiming April 4, 2017, as Recognition Day for Volunteer Service in Gila County, and recognize those groups who volunteer their time to provide a direct service to Gila County residents.  (Tommie Martin)
