| Public Safety Personnel Retirement System Local Board Appointment |
| Background Information |
The Public Safety Personnel Retirement System (PSPRS) Local Board consists of 5 members - 1 member is appointed by the Board of Supervisors (BOS) and is represented as the BOS Chairman; 2 citizens are appointed by the BOS; and 2 members are elected by secret ballot by those local members enrolled in the retirement plan.
At present there are two citizen vacancies. One term of office began on January 1, 2016, through December 31, 2019, and the other term of office began on January 1, 2017, through December 31, 2020.
There is also another vacancy for the term of office which began on January 1, 2017, through December 31, 2020. An election by secret ballot of those local members enrolled in the retirement plan must be held to fill this vacancy. |
| Evaluation |
The Human Resources Department provided notification to the Clerk of the Board that Robert Solberg, a citizen, is willing to serve on this governing board for the term of office that will end on December 31, 2020. The BOS needs to appoint Mr. Solberg to the Local Board.
On December 13, 2016, an election was held by members of the PSPRS and who are employed by Gila County. On February 7, 2017, the election results were presented to the PSPRS Local Board and they were certified as being official. Johnny Holmes was re-elected to the Local Board for the 4-year term of office beginning January 1, 2017, through December 31, 2020. His term of office began on February 7, 2017. A copy of the meeting agenda and draft minutes are attached to this agenda item. Mr. Holmes' previous term of office expired on December 31, 2016; therefore, he is being elected to fill a vacancy that occurred prior to his being re-elected for the 4-year term of office that began on January 1, 2017. |
| Conclusion |
| Per statutory requirement and if approved by the members of the BOS, the BOS needs to appoint Mr. Solberg to the PSPRS Local Board. In order to have an accurate record of this Local Board on file, the Board should also "acknowledge" the election of Johnny Holmes to the Local Board. |
| Recommendation |
| It is recommended that the Board of Supervisors appoint Robert Solberg to the PSPRS Local Board of Directors for the term of office that expires on December 31, 2020, and acknowledge the election of Johnny Holmes for the term of office that expires on December 31, 2020. |

| Approval to appoint Robert Solberg to the Public Safety Personnel Retirement System (PSPRS) Local Board of Directors for the term beginning on March 21, 2017, through December 31, 2020; and acknowledgment of the election of Johnny Holmes to said Local Board for the term beginning on February 7, 2017, through December 31, 2020. |
