Approval to use State Contract No. ADSPO12-013788 with SD Crane Builders, Inc. for the renovation of the first floor of the Globe Courthouse building.

Background Information

In 2013, the Board of Supervisors asked staff to identify space options in an attempt to alleviate overcrowding. Various alternatives for acquiring additional office space have been explored. In recent years the second floor of the Courthouse was remodeled and the School Superintendent's Office moved from the first floor to the second floor. This gave the County Attorney room to move the staff from the Michaelson building to the Courthouse so all of the staff was in the same area. Planning had been ongoing but was on hold until the Copper Building could be completed. In January 2017, all of the remaining County Attorney staff was removed from the Michaelson building in Globe and temporarily placed in an area of the first floor at the Courthouse. It is not an ideal working space so the quicker the remodel is completed, the better it will be for the public and the employees.

The Justice Court has also been planning to rearrange its office space and accommodate safer public access and more efficient work areas for staff. Working on remodeling both offices at the same time will reduce contractor mobilization costs and make the HVAC system renovations complete at the same time. Climate control has been an issue for years with small office remodels affecting, but not addressing the entire first floor HVAC system.

Equally important to the above issues, this tenant improvement addresses the necessary security for the County Attorney, Justice Court offices and improves the south elevator security for the Sheriff Detention staff and inmates during transport.

Evaluation

Designing the space for the Globe Courthouse first floor to accommodate the County Attorney from the Michaelson building and remodeling the Justice Court to enhance the flow of work and public traffic in its offices has been in progress since 2016. The design work was planned with the assistance of an architect and the final drawings were accepted by the County Attorney and Justice Court. The Public Works Facilities staff sought a proposal from SD Crane Builders because of the previous projects' successes. The attached proposal was submitted by SD Crane Builders and confirmed by the Gordian Group in the amount of $369,880.20 for the work that will be required on the project. Public Works Facilities will add an additional ten percent (10%) to the cost for contingency only to be expensed with prior authorization of the County Project Manager. With job order contracting contingency it has only been used for the unknowns on the previous projects, not what was missed by the contractor.

Conclusion

The Public Works Facilities team has concluded that the most viable, direct route of accomplishing the County's objectives in completing a fully functional Courthouse building can be obtained by utilizing a cooperative contract with the State of Arizona Procurement Office with SD Crane Builders, Inc., a General Contractor, for the construction of interior improvements and all associated facets of construction.

Recommendation

The Finance Division Director and the Public Works Division Director recommend that the Board of Supervisors approve the use of the State of Arizona Procurement Office Contract No. ADSPO12-013788 with SD Crane Builders, Inc. for the construction of interior improvements, exterior improvements and all associated facets of remodel on the Courthouse building.
