Approval to use State of Arizona Contract No. ADSPO16-00005912 with Atwell for Phase 3 Buckhead Mesa Landfill Expansion

Background Information

Rich Petrus, Team Leader with Atwell, has been the County's Landfill Consultant for the past 20 plus years. During that time Mr. Petrus developed expansion plans for both Buckhead and Russell Gulch. Mr. Petrus has also provided guidance and assistance with the Arizona Department of Environmental Quality (ADEQ) in getting the expansion plans approved and permitted.

The Scope of Work for expansion services includes:
1. Prepare Plans and Specifications, including the construction drawings and bid package.
2. Submit application for alternative cover and landfill height change.
3. Conduct pre-bid conference and bid support.
4. Conduct construction oversight.
5. Prepare and submit CQA certification report.

Evaluation

Atwell, through Rich Petrus, has vast historical knowledge of Buckhead Mesa Landfill, and the expansion and closure plan for the landfill. It is in the best interest of the County and the citizens to continue this relationship that has provided great benefit to Gila County and the citizens of the County.

Conclusion

The Public Works Division Director requests the approval of a contract with Atwell for the Phase 3 Buckhead Mesa Expansion. Gila County is a member of ProcureAZ, the State of Arizona's procurement agency for cooperative purchasing. By using the State of Arizona Contract No. ADSPO16-00005912 with Atwell, it will save the County both time and money for a rate that has already been established through the State of Arizona bidding process.

Recommendation

It is the recommendation of the Public Works Director that the Board of Supervisors approve the use of State of Arizona, State Procurement Office Contract No. ADSPO16-00005912 with Atwell for the Phase 3 Buckhead Mesa Landfill Expansion.

Suggested Motion

Information/Discussion/Action to approve the use of the State of Arizona Procurement Office Contract No. ADSPO16-00005912 with Atwell whereby the consultant will provide expansion services for the Phase 3 Buckhead Mesa Landfill Expansion. (James Menlove/Steve Sanders)
