Request to establish a Citizen's Advisory Committee to guide the County’s efforts to address its space and infrastructure needs in northern Gila County.

Background Information

At a work session held on February 14, 2017, the Board of Supervisors expressed an interest in forming a Citizen’s Advisory Committee whose role it would be to work closely with a consultant group that will be retained by the County to complete what is referred to as a needs assessment for space in northern Gila County over the long term (20 plus years). In conversing with County Manager John Nelson, he thought that the committee membership should consist of nine members. The membership would include representation from the following interest groups:

Gila County Planning & Zoning Commission (1)
Industrial Development Authority (1)
Northern Gila Realtors Group (1)
Payson Chamber of Commerce (2)
Pine Strawberry Planning Committee (1)
Tonto Apache Tribe (1)
Town of Payson (1)
Town of Star Valley (1)

It is thought that the work of the committee would span six to nine months from the initial meeting of the committee.

Evaluation

Staff believes that this initiative should include significant public input. By selecting individuals from the organizations referenced above, we believe that the interests of the community will be well represented and that the work product that our consultant will prepare will be reflective of the true interests of the community with respect to this most important initiative.

Conclusion

Staff believes that the formation of a Citizen's Advisory Committee will add significant value to this most important initiative. As such, we believe that the Board of Supervisors should form a Citizen's Advisory Committee as soon as is practicable.

Recommendation

Authorize the Deputy County Manager or his designee to 1) seek out nominations from the organizations referenced above; and 2) to convene the first meeting of the committee as soon as is practicable; and 3) to report the membership of the committee to the Board and the County Manager as soon as is practicable.

Suggested Motion

Information/Discussion/Action to direct the Deputy County Manager to: 1) make contact with certain organizations and to offer seats to those organizations to sit on a Citizen's Advisory Committee that will address and identify County space and infrastructure needs in northern Gila County; and 2) convene the first meeting of the Committee as soon as is practicable.
