Application to Apply for a Contract with Arizona Department of Economic Security, Rehabilitation Services Administration.

Background Information

The Demonstration Project began in 1975 and was founded on the principle of "Acceptance". Establishing community acceptance of the individuals with disabilities is and always will be our priority. In 1996, the program name was changed to Gila Employment and Special Training (GEST), but the goal remains the same as clients are provided with daily living skills and employment support.

In 1984, the program was expanded to include a contract with the Arizona Department of Economic Security (DES) which added Rehabilitation Instructional Services. This service assists individuals in achieving integrated, and competitive employment, consistent with their strengths, resources, priorities, concerns, abilities, capabilities, interests and informed choice.

Evaluation

The Arizona Department of Economic Security (DES), Rehabilitation Services Administration (RSA) is interested in contracting for the provision of Rehabilitation Instructional Services (RIS) for individuals with various disabilities. The current contracts will expire on September 30, 2014. In order to avoid a lapse in services to clients, a new contract will be executed by both parties prior to this date.

Gila County currently has a contract with DES to provide RIS to eligible individuals residing in Gila County. This year, DES has changed the procedure for awarding contracts to provide said services. Any entity interested in applying, needs to complete the packet of documents that comprise the contract. After RSA reviews the completed documents and if all requirements are met, ADES Office of Procurement may issue a contract. A Data Sharing Agreement form will be sent after the contract award.

Conclusion

By approving this application, the Gila Employment and Special Training Program will submit the necessary documents to DES to apply for an RIS contract to provide services to eligible individuals residing in Gila County.

Recommendation

The Gila County Community Services Division Director recommends that the Board of Supervisors approve this Contract Application.

Suggested Motion

Approval of a Contract Application between Gila County d/b/a Gila Employment and Special Training Program (GEST) and the Arizona Department of Economic Security, Rehabilitation Services Administration (ADES/RSA), whereby Gila County will submit documents to apply for a contract to provide Rehabilitation Instructional Services to qualifying individuals residing in Gila County. If all requirements are met, the ADES Office of Procurement may issue a contract.
