Partnership Agreement between the Gila County Board of Supervisors and the Gila/Pinal Workforce Investment Board.
Background Information
On August 7, 1998, President Clinton signed the Workforce Investment Act of 1998 (WIA)-comprehensive reform legislation that superseded the Job Training Partnership Act (JTPA) and amended the Wagner-Peyser Act.  The WIA reformed federal job training programs and created a new, comprehensive workforce investment system.  The reformed system was intended to be customer-focused to help Americans access the tools they need to manage their careers through information and high quality services, and to help U.S. companies find skilled workers.
Evaluation
Gila County is the designated local Grant Recipient, Fiscal Agent, and Administrative Entity of the Gila/Pinal Workforce Investment Area with liability for said funds, pursuant to Section 117 of the Workforce Investment Act (WIA).  Therefore, it is the responsibility of the Gila/Pinal Workforce Investment Board (WIB) to develop the local workforce investment plan, coordinate and conduct oversight of the Workforce Investment Act Programs and to serve as an advisory to the Gila County Board of Supervisors.
Conclusion
The purpose of this agreement is to provide a basis for cooperation and a partnership between the Gila County Board of Supervisors and the WIB, which will lead to the success of the employment and training system within the Workforce Investment Area.
Recommendation
The Gila County Community Services Division Director recommends that the Board of Supervisors approve this Partnership Agreement.
Suggested Motion
Approval of a Partnership Agreement between the Gila County Board of Supervisors and the Gila/Pinal Workforce Investment Board as required by the Gila/Pinal Workforce Investment Area Business Plan for the period July 1, 2014, to June 30, 2017, which will specify the relationship between said entities as required by the Workforce Investment Act of 1998.
