Authorization of payroll deduction option for Gila County employees for charitable giving.
Background Information
United Fund of Globe-Miami, Inc. began serving the Globe-Miami community in southern Gila County in 1964. As a §501(c)3 corporation, United Fund receives applications from other non-profits for funding programs and services while facilitating fundraising campaigns at local employers and canvassing local business and individual donors. Currently, United Fund serves 31 non-profit programs in Globe-Miami and will serve almost three dozen area non-profits in 2019.

On September 20, 2018, United Fund began a conversation with northern Gila County non-profits to assess the feasibility of replicating the model to serve the Payson area and its non-profit community. By replicating the success of the Globe-Miami model, they hope to connect more non-profits with local employers for potential payroll deduction options for employees to support charities throughout the year.

On Tuesday, December 4, 2018,  United Fund of Globe-Miami met with representatives of the northern Gila County non-profit community to see if they'd be receptive to replicating the United Fund model of non-profit fundraising and employer payroll deduction contributions. The reception was positive and they are moving forward with facilitating a replication of the model that has served Globe-Miami for the past 54 years.

After presenting to the Gila County Board of Supervisors on December 18, 2018, United Fund, Gila County, and the northern Gila County non-profit community continued to work together to develop a feasible option for Gila County employees to support their local non-profits through payroll deduction. 

This agenda item is to request permission to set up a payroll deduction for charitable giving through Gila County payroll for individuals compensated through the Gila County payroll department. We anticipate being able to "go live" for County-wide participation at FY 2020 open enrollment in April and May 2019. 
Evaluation
Response to the December 18, 2018, presentation to Board of Supervisors was positive. The northern Gila County non-profit community is enthusiastic about participation and is working with United Fund of Globe-Miami, Inc. and Gila County to ensure success. 
Conclusion
Providing an opportunity for staff to choose charitable donations toward United Fund of Globe-Miami and northern Gila County non-profit community creates a conduit to select from more than 3 dozen non-profits. 100% of donated funds stay in the communities they're invested in and designated funds go 100% to their designated non-profits.
Recommendation
Request authorization to instruct staff to set up a payroll deduction for charitable giving through Gila County Payroll for individuals compensated through the Gila County Payroll Division. Schedule "go live" for County-wide participation at FY 2020 open enrollment in April and May 2019.
