PURSUANT TO A.R.S. §38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD AN OPEN MEETING IN THE SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV). ANY MEMBER OF THE PUBLIC IS WELCOME TO ATTEND THE MEETING VIA ITV WHICH IS HELD AT 610 E. HIGHWAY 260, BOARD OF SUPERVISORS’ CONFERENCE ROOM, PAYSON, ARIZONA. THE AGENDA IS AS FOLLOWS:

1.   CALL TO ORDER - PLEDGE OF ALLEGIANCE - INVOCATION
 
2.   PRESENTATIONS:
 
A.   Recognition of Gila County employees who have been employed for 5, 10, 15, 20, 25, 30, 35 and 40 years as of 2018. (Erica Raymond) Presented
 
3.   PUBLIC HEARINGS:
 
A.   Convene a public hearing to hear citizens who may wish to comment on proposed Ordinance Nos. 2019-01 and 2019-02 which modify the Zoning Map for Unincorporated Areas of Gila County by changing the zoning of Assessor's parcel number 301-14-009A from Transitional Residential to Commercial Two District to allow the applicant to have consistent zoning designation for both parcels, and parcel number 301-14-008J from Residence One-Density District 12 to Commercial Two District to allow the applicant to store vehicles and equipment from an adjoining parcel located at 4102 and 4078 N. AZ Hwy 87 in Pine, AZ; and adopt Ordinance Nos. 2019-01 and 2019-02. (Scott Buzan/Michelle Dahlke) Adopted
 
4.   REGULAR AGENDA ITEMS:
 
A.   Information/Discussion/Action to approve Agreement No. 010319 between Pinal-Gila Council for Senior Citizens Area Agency on Aging and Gila County whereby the County will disburse $150,000; and further, the Board determines this is for the benefit to provide services to persons with disabilities and aged person within Gila County. (Mary Springer) Approved
 
B.   Information/Discussion/Action to approve Intergovernmental Agreement (IGA) No. 012219 with the Town of Miami for Consolidated Administration and Operation of Limited Jurisdiction Courts which includes the repayment schedule for the past due amount owed by the Town of Miami; and authorize the Chairman's signature on the the IGA. (Mary Springer) Approved
 
C.   Information/Discussion/Action to approve Amendment No. 2 to Grant Contract No. ADHS16-106556 from the Arizona Health Zone-SNAP-Ed Local Implementation Services for the Supplemental Nutrition Assistance and Education Program, which includes two new provisions for subgranting work and for civil rights assurance. (Michael O'Driscoll) Approved
 
D.   Information/Discussion/Action to approve a contract with the Law Firm of Helm, Livesay & Worthington, Ltd. to represent Gila County in every pending case where Gila County is a defendant in tax-court litigation regarding the taxation of solar panel equipment. (Jeff Dalton) Approved
 
5.   CONSENT AGENDA ACTION ITEMS:  (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Authorization to instruct staff to set up a payroll deduction for charitable giving through Gila County Payroll for individuals compensated through the Gila County Payroll Division; and schedule "go live" for County-wide participation at FY 2020 open enrollment in April and May 2019. Authorized
 
B.   Authorization of the Chairman's signature on the Quit Claim Deed for the Clerk of the Board's over-the-counter sale of Assessor's tax parcel number 205-18-008F to B&D Real Estate, LLC. Authorized
 
C.   Approval of an Intergovernmental Agreement (Contract No. ADHS19-207418) between the Gila County Health and Emergency Management Department and the Arizona Department of Health Services to extend the term of the agreement for the period of October 1, 2018, through September 30, 2023, for the continued provision of various nutritional services programs provided by Gila County. Approved
 
D.   Approval of Amendment No. 1 to Professional Engineering Services Contract No. ADSP018-00007887 with Kimley Horn to extend the contract to December 31, 2019, with the contract amount of $183,475 to remain unchanged. Approved
 
E.   Approval of Amendment No. 1 to Professional Engineering Services Contract No. ADSPO18-00007887 with PSOMAS to extend the contract to December 31, 2019, with the contract amount of $65,967 to remain unchanged. Approved
 
F.   Approval of the Provider Participation Agreement between the Arizona Health Care Cost Containment System and Gila County, a public agency of the State of Arizona, on behalf of Gila Employment and Special Training (GEST), which will allow GEST to continue providing Arizona Department of Economic Security, Division of Developmental Disabilities services. Approved
 
G.   Approval of Amendment No. 17 to an Agreement for Energy Wise Low-Income Weatherization Program Implementation between the Gila County Community Services Department and Arizona Public Service Company to include an additional $90,000 for calendar year 2019 and to make some other minor changes. Approved
 
H.   Approval of Amendment No. 10 to Contract No. ADES15-089113 between the Arizona Department of Economic Security and Gila County Community Services Department, Community Action Program, revising the Itemized Service Budget whereby the Case Management service reimbursement ceiling has been set to $377,543 for the period of July 1, 2018, through June 30, 2019. Approved
 
I.   Approval of Amendment No. 1 to Contract No. 07012018-19 between the Arizona Community Action Association d/b/a Wildfire and the Gila County Community Services Department, Community Action Program, whereby Wildfire will administer Utility Repair and Replacement Deposit funding in the amount of $25,000 and Arizona Public Service (APS) Crisis Bill Assistance Program funding in the amount of $13,000 for the period of July 1, 2018, through June 30, 2019; and Amendment No. 2 to Contract No. 07012018-19 whereby Wildfire will administer $6,300 of APS Crisis Bill Federal Employee Assistance Program Funding, expiring two (2) months after the federal government shutdown ends. Approved
 
J.   Approval of the January 22, 2019, Board of Supervisors' meeting minutes. Approved
 
K.   Acknowledgment of the Human Resources reports for the weeks of January 1, 2019, January 8, 2019, January 15, 2019, January 22, 2019, and January 29, 2019. Acknowledged
 
L.   Acknowledgment of the December 2018 monthly activity report submitted by the Recorder's Office. Acknowledged
 
M.   Acknowledgment of the December 2018 monthly activity report submitted by the Globe Regional Justice of the Peace's Office. Acknowledged
 
N.   Acknowledgement of the December 2018 monthly activity report for the Payson Regional Justice of the Peace's Office. Acknowledged
 
O.   Acknowledgment of the December 2018 monthly activity report submitted by the Clerk of the Superior Court's Office. Acknowledged

6.   CALL TO THE PUBLIC:   A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
