Purchase of Property at 5709 S. Russell Road in Globe, Arizona for pedestrian and traffic safety.
Background Information
A traffic study was performed on a section of Russell Road from Golden Hill to Rose Mofford Way.  This section of roadway is very narrow and the traffic count is on an average of 1,115 south bound and 1,011 north bound daily.  The children waiting for the school buses and residents stopping to get their mail along this route creates a driving hazard because there aren't any roadway shoulders, sidewalks or pull outs.  School children and other pedestrians must walk closer to the vehicle travel path so as to avoid the mail boxes and fences in the right-of-way.
Evaluation
Various options were explored, including requiring a right-of-way clearance by removal of existing fences and walls of residences to bring the road wide enough to allow  for a curb and gutter.  All of the utilities would also require relocation and would result in extensive conflict resolution.  The expense and disruption of this scenario is too immense, so another option is being approached.  The purchase of Assessor's tax parcel number 207-07-053 is adjacent to an already owned Gila County tax parcel number 207-07-054.  These two combined parcels will be used to create an area for school buses picking up and dropping off children, as well as room for residents retrieving their mail.  Final determination of any additional right-of-way required, which may be necessary for this alternative, will be undertaken during the final design phase of the project.
 
A public hearing was held October 2, 2013, with very light attendance.  A complete report from C.L. Williams Consulting and Engineering outlines the proposed changes to the road.  This property was not the first choice, but by utilizing the adjacent parcel it will create an adequate area for approved neighborhood delivery and collection box units (NDCBU), as well as a bus stop location.
 
The cost of the property at 5709 S. Russell Road is $78,000 including closing costs.  The recommended alternatives listed in the study did not include this parcel; however, the concept of having a bus stop off of the travel lane and a NDCBU is a necessary traffic and pedestrian safety improvement.
Conclusion
Among the several alternatives in the study, and keeping the two-way traffic condition, purchasing Assesor's tax parcel number 207-07-053, also known as 5709 S. Russell Road in Globe, would allow enough room to create a turn-out for the school bus and remove the mailboxes along the roadway to allow for safer pedestrian access. 
Recommendation
The Public Works Division Director is recommending the Board of Supervisors' approval for the purchase of property located at 5709 S. Russell Road in Globe, Arizona, that will be utilized to improve pedestrian and traffic safety on Russell Road between Golden Hill and Rose Mofford Way.
