Intergovernmental Agreement (IGA) No. 121913 for the sale of 1965 Orbit RV travel trailer to Gisela Valley Fire District.
Background Information
In 1993, Gila County purchased a 1965 Orbit RV Travel Trailer for the amount of $400.00.  It was used as an office for the Gisela Landfill Transfer Station in the Tonto National Forest.  The Gisela Landfill Transfer Station is no longer collecting trash and is being removed from the Arizona Department of Environmental Quality inspection list.  The 1965 Orbit RV Travel Trailer is in great disrepair and is not worth the money, time and effort it would take to turn it into scrap metal.
Evaluation
The Tonto National Forest Service has requested that Gila County remove the 1965 Orbit RV Travel Trailer from the Gisela Landfill Transfer Station site. Further, the Tonto National Forest Service has requested that Gila County leave the fencing that is installed on the site. Once the travel trailer has been removed, the Forest Service will issue a letter releasing Gila County from the Special Use Permit. The Forest Service will then designate the area as a burn pit and allow the Gisela Valley Fire District to collect and burn trash at that location.

The Gisela Valley Fire District would like to purchase the 1965 Orbit RV Travel Trailer from Gila County for one dollar ($1.00). The Gisela Valley Fire District would like to dismantle the old travel trailer and keep the frame. The Gisela Valley Fire District will remove the travel trailer from the Tonto National Forest site.

Per A.R.S. 11-251 Powers of Board, it is in the Board of Supervisors' authority, upon unanimous consent of the Board, to allow the sale of the 1965 Orbit RV Travel Trailer to any other duly constituted governmental entity, including the state, cities, towns, public improvement districts and other counties. The statute also states, on unanimous consent of the Board of Supervisors, provide technical assistance and related services to a fire district pursuant to an intergovernmental agreement. 

Intergovernmental Agreement No. 121913, when executed by both parties, will allow Gila County to sell the subject travel trailer to the Gisela Valley Fire District for $1.00.
Conclusion
Gila County no longer has any use for the 1965 Orbit RV Travel Trailer and has received a request from the Gisela Valley Fire District to transfer ownership of the travel trailer to the fire department so they may remove it from Tonto National Forest land, dismantle it and use the frame.  Once ownership has been transferred and the travel trailer removed from Forest Service land, the Forest Service will issue a letter to Gila County, releasing the County from the Special Use Permit, and designating the area as a burn pit to allow the Gisela Valley Fire Department to collect and burn trash there. 

The attached Intergovernmental Agreement has been signed by the Gisela Valley Fire District and it is being presented to the Board of Supervisors for approval for the Chairman to sign.
Recommendation
It is the recommendation of the Public Works Director that the Board of Supervisors approve Intergovernmental Agreement No. 121913 with the Gisela Valley Fire District for the sale of a 1965 Orbit RV travel trailer to the Gisela Valley Fire District in the amount of 1.00.
