Resolution No. 13-02-03 Authorizing Execution of Amendment No. One to IGA (ADOT File No. IGA/JPA-070) with ADOT for the upgrade to the railroad crossing on Bixby Road in Globe

Background Information

On December 9, 2008, Gila County entered into an Intergovernmental Agreement (ADOT File No. IGA/JPA-07-109I/AG Contract No. P0012008005567) with the State of Arizona, Department of Transportation (ADOT) to upgrade the railroad crossing on Bixby Road. The Agreement required a match from Gila County in the amount of $5800.33 for the County’s share of estimated construction costs. The County paid its share on April 5, 2010. One of the upgrades consisted of installing a timber crossing on Bixby Road. Due the heavy truck traffic on the road the County requested a concrete crossing. ADOT agreed to the concrete crossing and told the County that if the concrete crossing increased the cost of the project, Gila County would be responsible for 5.7% of a cost increase.

The crossing upgrade was completed last year and a concrete crossing was installed. The upgrade from timber to concrete resulted in an increased cost of $10,398. Gila County is required to pay 5.7% of the additional cost which is $593.

Evaluation

Having a concrete crossing instead of a timber surface will add years of life to the crossing and reduce maintenance costs at the crossing.

Conclusion

Bixby Road is a County maintained road and spending an additional $593 for the crossing upgrade will likely save thousands of dollars in future maintenance costs and manpower hours.

Recommendation

It is the recommendation of the Deputy Director of Public Works that the Board adopt Resolution No. 13-02-03, which authorizes the execution of Amendment No. One to this Intergovernmental Agreement.

Information/Discussion/Action to adopt Resolution No. 13-02-03 which authorizes the Board of Supervisors' execution of Amendment No. One to an Intergovernmental Agreement (ADOT File No. IGA/JPA-07-109I/AG Contract No. P0012008005567) between Gila County and the State of Arizona, Department of Transportation, for the upgrade to the railroad crossing on Bixby Road in Globe.
