Request approval of AIA Contracts A133™-2009 Standard Form of Agreement Between Owner and Construction Manager as Contractor and A201™-2017 General Conditions of the Contract for Construction to provide pre-construction services and prepare a Guaranteed Maximum Price (GMP) amendment to build the new Animal Care and Control Facility and site improvements.
Background Information
On June 28, 2019 five proposals for Construction Manager at Risk RFQ041319 were received, evaluated and interviews with the top three candidates were conducted. Loven Contracting, Inc. was selected by the evaluation panel as the best overall fit for the Animal Care and Control Facility and site improvements project due to their experience with building projects similar to scope and size of our proposed project. The first step in the process is approving the pre-construction agreement where the County, Architect, and General Contractor work together to develop the scope of the project and the Architect and their engineering support design the project. Loven Contracting, Inc. will provide a guaranteed maximum price (GMP) amendment to construct the project once the design is almost completed. At that time we will come back to the Board for approval of the GMP amendment.
Evaluation
The evaluation team prepared the scope of work, evaluated the proposals and selected Loven Contracting, Inc. as the CMAR for the Animal Care and Control Facility and site improvements project. The team worked with the Architect and CMAR to identify the priority components of the project. Gila County has secured the funding through the pledged revenue securities.
Conclusion
The team reviewed all written responses and interview responses and determined that Loven Contracting, Inc. is the top-ranked firm to participate in the planning and construction of the new Animal Care and Control Facility and site improvements project.
Recommendation
The selection team recommends awarding the contracts to Loven Contracting, Inc.
