B.   Information/Discussion/Action to appoint members of the Board of Supervisors to the following boards, committees and organizations for calendar year 2020: County Supervisors Association Legislative Policy Committee; Eastern Arizona Counties Organization; Correctional Officers Retirement Plan (CORP) Local Board for Sheriff's Office Detention Officers and Non-Uniformed Officers; Gila County Local Emergency Planning Committee; Central Arizona Governments Regional Council; Gila County Community College Allied Health Care Advisory Committee; Gila County College Industry and Mining Advisory Board; CORP Local Board for Sheriff's Office Dispatchers; Public Safety Personnel Retirement System Local Board; Gila County Board of Health; San Carlos Apache Tribe Partnership Steering Committee; and Coalition of Arizona/New Mexico Counties. C.   Information/Discussion/Action to approve Amendment No. 2 to an Independent Contractor Agreement (Contract No. 07012019-20) between the Arizona Community Action Association d/b/a Wildfire and the Gila County Community Services Department, whereby the Southwest Gas Energy Share Bill Assistance Direct Service funding amount will increase to $6,686 and the Program Delivery amount will increase to $669 for a total amount of $7,355; and the Southwest Gas Energy Share Repair/Replace Direct Service amount will increase to $668 and the Program Delivery amount will increase to $67 for a total amount of $735 to be used to provide utility bill assistance, and repair and replacement of gas equipment, for eligible citizens residing in Gila County for the period of July 1, 2019, through June 30, 2020. D.   Information/Discussion/Action to adopt Resolution No. 19-12-03 to reduce the speed limit from 30 M.P.H. to 25 M.P.H. on Russell Road between the intersection of Roberts Drive and Pinal Canyon Drive. (Steve Sanders) Adopted
 
E.   Information/Discussion/Action for the public sale of a portion of Roper Lane as shown on Verde Glen 3, Plat Map No. 393, Gila County Records, Gila County, AZ and accept bids submitted by the adjacent property owners. (Steve Sanders) Tabled
 
F.   Information/Discussion/Action to adopt Resolution No. 19-12-02 accepting the grant of primitive road easement for Desert Shadows Drive (from Roundup Drive to the end of the road) in the community of Dripping Springs and authorizing the Chairman of the Board of Supervisors to sign the Primitive Road Easement. (Steve Sanders) Adopted
 
G.   Information/Discussion/Action to accept or reject a Citizens' Petition to begin the process to establish Forest Road 54 and 202A through parcels 305-39-003A and 305-39-004B as a primitive road. (Steve Sanders) Accepted
 
H.   Information/Discussion/Action to accept or reject a Citizens' Petition to begin the process to establish W. Round Tree Trail from the intersection of Forest Road 130 (Dutchman Trail), and Mule Track Road from the intersection with W. Round Tree Trail to the south boundary of that property shown as parcel 305-02-002J as primitive roads. (Steve Sanders) Accepted
 
I.   Information/Discussion/Action to reject all bids submitted for Call for Bids No. 102319 to provide all advertising, publications, and printing required to be done or made by all departments of Gila County for calendar year 2020 and to authorize the Finance Department to rebid for a six-month contract for all advertising, publications and printing. (Mary Springer) Authorized
 
J.   Information/Discussion/Action to authorize the Arizona Attorney General to represent Gila County in CENTURYLINK CORPORATION, a Delaware corporation, Plaintiff, vs. ARIZONA DEPARTMENT OF REVENUE, an agency of the State of Arizona; and the COUNTIES of Apache, Cochise, Coconino, Gila, Graham, Greenlee, La Paz, Maricopa, Mohave, Navajo, Pima, Pinal, Santa Cruz, Yavapai, and Yuma, each of which is a political subdivision of the State of Arizona, Defendants regarding Arizona Tax Court No. TX2019-001726. K.   Information/Discussion/Action to adopt Resolution No. 19-12-04 to repeal and replace Resolution No. 01-08-06, and establish regulations for the issuance of licenses to video service providers to construct and operate video service networks in Gila County. (Marian Sheppard) Adopted
 
L.   Information/Discussion/Action to consider a sealed bid for the purchase of Assessor's tax parcel number 205-18-011 and, if accepted, authorize the Chairman's signature on the Quit Claim Deed. (Marian Sheppard) Accepted

Information/Discussion/Action to approve a Library Service Agreement for the San Carlos Public Library for the period July 1, 2019, to June 30, 2020. A.   Approval to set a date of Tuesday, January 21, 2020, whereby the Board of Directors of the Central Heights-Country Club-Midland City Street Lighting Improvement District (SLID) will consider deannexing parcel number 207-09-173 from its District boundaries; and the Board of Directors of the Upper Glendale SLID will consider annexing said parcel into its District boundaries. Approved
 
B.   Approval of the appointments of Justices of the Peace Pro Tempore with all terms expiring on December 31, 2020, as follows: Payson Regional Justice Court-Paul Julien, Sherwood Johnston, Sam Goodman, Danny McKeen, Donald Garvin and Gary Scales; and Globe Regional Justice Court-Paul Julien, Paul Larkin, Charles Adornetto, Sherwood Johnston, Jerri Antunes, Gary Scales, Rebecca Baeza and Don Calendar. G.   Approval to reappoint Jaime Escobedo and Lori Andrade as a governing board member of the Gila County Personnel Commission for the term beginning January 1, 2020, through December 31, 2023. Reappointed
 
H.   Approval of the Human Resources Department monthly activity reports for November 2019. Approved
 
I.   Approval of finance reports/demands/transfers for the month of November 2019. Approved
 
J.   Acknowledgment of contracts under $50,000 which have been approved by the County Manager for the month of November 2019. Acknowledged

Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
