Award Contract No. 091718-Sub-Grantee for Public Health Preparedness to Guild Health Consulting
Background Information
The Gila County Health and Emergency Management Department (GCHEMD) has selected the most appropriate bid from our request for proposals that went public.  This work will provide needed operational and programmatic public health emergency preparedness consultation services for planning deliverables required by the Arizona Department of Health Services (ADHS). Awardee will assist with the coordination and collaboration efforts of GCHEMD in meeting the federal grant obligations related to planning, operating, exercising and developing emergency preparedness plans and partnership agreements needed to operationalize preparedness plans.

Additionally, the contractor is to develop a direct marketing campaign that addresses the current opioid epidemic and the dangers surrounding it, and utilizing these reported methods of delivery.  In collaboration with the health department, contractor the contractor will create a campaign (social media, mass communication, and visual marketing) that raises public awareness and informs residents about the dangers around misusing and abusing opiate drugs.  This information will be uniform and consistent with current work being done in our communities.  This campaign will utilize the most appropriate media outlet(s) to push information and education on a consistent basis. This will also include assisting in increasing our epidemiological support and surveillance, developing public information materials and additions to our website, and implementing and evaluating the informational campaign. 

Gila County has selected an organization employing emergency plan writing expertise, as well as well as knowledge and skills in strategic planning, capacity-building, exercise testing, and document preparation and review.

Request for Proposals (RFP) No. 091718-Sub-grantee for Public Health Preparedness was advertised in the Payson Roundup on October 23, 2018, and October 30, 2018, with a bid due date of November 07 2018. The Request for Proposals was also posted on the Gila County website. Bid responses were opened in a public setting and evaluated in accordance with A.R.S. §41-2533, Competitive Sealed Bidding.

This contract was presented to the Board of Supervisors on December 4, 2018; however, the Health and Emergency Management Department Director requested the Board to table approval of the contract to this meeting to add another document.
Evaluation
To fulfill grant requirements, Gila County is seeking to contract with one Arizona-based organization with knowledge and experience in public health emergency preparedness, public health accreditation, Opioid education and prevention, and mass media marketing. The purpose of this proposal will be to contribute to the development of an all-inclusive Health Emergency Operations Plan (HEOP) that achieves best practice preparedness outcomes based on federal regulations, client expertise, and experience relative to evidence-based public health planning. These plans impact and involve all services within GCHEMD and will be required to have annexes for each of the sixteen public health emergency preparedness capabilities. To comply with mandated grant guidelines, Gila County will consult with preparedness and plan development professionals experienced in developing, implementing, and exercising preparedness plans as well as marketing public health preparedness awareness during dedicated preparedness months.  All work must be aligned with the divisions current focus on public health accreditation. 

Additionally, consultant will design, implement, and measure a mass media campaign to promote Opioid prevention and promotion education. Without consulting these services Gila County would have to employ multiple part-time employees that have these skills and without a guarantee for long-term funding.

RFP No. 091718 was emailed to three contractors; advertised in the Payson Roundup, and posted on the County website. Gila County received four bids; evaluation of the proposals was conducted by the Health & Emergency Management Department Director and was found to be in full compliance with the bid guidelines.
Conclusion
To meet grant requirements, Gila County is seeking to award Contract No. 091718 - Sub-Grantee Public Health Emergency Preparedness to contract support services for the administration of public health emergency preparedness CDC capabilities and deliverables.
Recommendation
It is the recommendation of the Finance Director and the Health & Emergency Management Department Director that the Board of Supervisors award a contract to Guild Health Consulting for Requests for Proposals No. 091718 Sub-Grantee Public Health Emergency Preparedness.
Suggested Motion
Information/Discussion/Action to review the bids submitted for Request for Proposals No. 091718 - Sub-Grantee Public Health Emergency Preparedness; award to the highest scored bid in the amount of $115,000; and authorize the Chairman's signature on the award contract for the winning bid.  (Michael O'Driscoll)
