Amendment No. 2 to Alhambra ESD (Elementary School District) #68 (“Alhambra”) Contract No. M16-13-21 with Sunland Asphalt for the Copper Region Pavement Preservation project to extend the contract end date to June 30, 2019.
Background Information
On April 3, 2018, the Board of Supervisors approved the use of Alhambra Contract No. M16-13-21 with Sunland Asphalt for Copper Region Pavement Preservation project.   

On August 20, 2018, the Board of Supervisors approved Amendment No. 1 to Alhambra Contract No. M16-13-21.  This extended the original contract end date from October 15, 2018 to November 15, 2018.
 
Sunland has completed the majority of their work per the contract to date.  The only remaining item of work is the application of thermoplastic striping on the Fairgrounds road, Ice House Canyon road and San Carlos Drive.
 
Each location has already received an initial (non-thermoplastic) striping application per the contract.
 
Application of the thermoplastic striping is temperature sensitive.  Per specifications, the required surface temperature shall be a minimum of 55 degrees F and rising.
 
Sunland’s schedule has been affected by the unusually wet weather we experienced this past summer and early fall.
Evaluation
Since we are nearing winter, it will be difficult to maintain surface temperatures long enough to perform the striping application.

Sunland is agreeable to return next spring or early summer to complete the thermoplastic application when the surface temperatures are more favorable for a successful application.
Conclusion
The Public Works Department Director would like to extend the contract date to June 30, 2019, to allow ample time next spring or early summer for Sunland to return to perform the thermoplastic striping application and for the processing of final billing.

Amendment No. 2 will serve to extend the contract term from November 15, 2018 to June 30, 2019. Further, Amendment No. 2 will serve to remove the Language: ISRAEL BOYCOTT CERTIFICATION: Contractor hereby certifies that it is not currently engaged in and will not, for the duration of this agreement, engage in a boycott of Israel as required by A.R.S. § 35-393.01. Violation of this certification by Contractor may result in action by County up to and including termination of this agreement.
Recommendation
The Public Works Department Director recommends that the Board of Supervisors approve Amendment No. 2 to extend the Alhambra Contract No. M16-13-21 with Sunland Asphalt to reflect a June 30, 2019 completion date; and remove language from the contract.
Suggested Motion
Approval of Amendment No. 2 to the S.A.V.E. Cooperative IFB #M16-13-21 with Sunland Asphalt for Copper Region pavement preservation to extend the contract to June 30, 2019; and remove language regarding Israel Boycott certification from the contract.
