Request/Subject
To adopt an updated Gila County organizational structure; and accept a revised organizational chart.
Background Information
The Gila County Board of Supervisors performs legislative, executive and quasi-judicial functions. The Board serves as the legislative, policy-making and administrative body governing for the unincorporated areas of Gila County.

The Board of Supervisors appoints the County Manager to carry out the policy directions of the Board and supervise and coordinate the work of the staff in the departments that fall under direct control of the Board.  Except for the County Attorney, the County Manager will have line authority over all County divisions under the Board of Supervisors.

The County Attorney is a constitutionally prescribed County office. The County Attorney’s Office provides legal advice and representation for the Board of Supervisors. The County Attorney, with the approval of the Board of Supervisors, also advises and represents all other Gila County elected officials, the County Manager, department and division heads, and appointed commissions, boards, and committees.

Other County elected officials elected to four-year terms are the Assessor, Recorder, Treasurer, Sheriff, School Superintendent, Clerk of the Superior Court, Superior Court Judge, Justice of the Peace, and Constable.  Constitutionally and statutorily, they are independent of each other and from the Board of Supervisors. Their powers and duties are prescribed by state statute. The Board of Supervisors has no direct authority over the other elected officials in the County except that the Board of Supervisors approves budgets for all other elected officials’ offices.
Evaluation
It has been several years since the Board of Supervisors adopted an organizational structure. Recently, it was reviewed and changes needed to be made. It includes the official designation of "Division Managers" under "Department Directors."

For example, Public Works will change from being a Division to a Department. Steve Sander's title will change from Division Director to Department Director. Recycling & Landfill Management is under Public Works and; as such, it will change from being a Department to a Division. Sharon Winters' title will change to Division Manager.
Conclusion
To adopt an updated Gila County organizational structure; and accept a revised organizational chart, including the official designation of "Division Managers" under "Department Directors."
Recommendation
Staff recommends that the Board of Supervisors adopt the updated Gila County organizational structure; and accept the revised organizational chart.

Information/Discussion/Action to adopt the updated Gila County organizational structure; and accept the revised organizational chart as presented. This includes the official designation of "Division Managers" under "Department Directors."  (James Menlove)
