FY 2019 Text-to-9-1-1 Grant Funding for Implementation and 5 Years Managed Services Support.
Background Information
The Arizona 9-1-1 Program office has oversight responsibility for the revenues that are collected through the Emergency Telecommunication Service Revolving Fund, which is generated through a telecommunications services excise tax.  Collections are used to implement and operate emergency telecommunication services (9-1-1) through political sub-divisions of the state that meet or exceed qualifying 9-1-1 standards.  Gila County 9-1-1 network infrastructure and standing Public Safety Answering Points (PSAPs) have been beneficiaries of this funding since the early 1990s via a budget developed and managed by State 9-1-1 Program.  For budget year 2019, the Arizona Office of Grants and Federal Resources (GFR) has developed a grant program that will provide funding to implement and support text-to-9-1-1 services for a period of 5 years (60 months).
Evaluation
Recent digital upgrades to the 9-1-1 infrastructure now allow for improved PSAP to PSAP connectivity and public services that were not possible using legacy infrastructure.  Text-to-9-1-1 is one of the new services available for implementation and is in line with the State 9-1-1 Office goal for statewide availability.  The Sheriff's Office has made a commitment to provide these services to all citizens within the County.  Choosing to implement a county-wide program, a budget request will be made to fund 2 PSAPs in Gila County (Sheriff’s Office and Payson PD).
 
On August 3, 2018, a grant Notice of Funding Availability was provided by the GFR on behalf of the State 9-1-1 Office.  An application from the Sheriff's Office will be submitted to State on behalf of the Sheriff’s Office and Payson PD.

Conclusion
The application amount will total $21,000 to support 2 County PSAPs as follows:
$3,000 One-Time Text-to-9-1-1 Implementation ($1,500 per PSAP)
$18,000 Text-to-9-1-1 service and support by CenturyLink Managed Services contract for 60 months. ($9,000 per PSAP).
 
Once the grant is awarded, the County 9-1-1 Network Administrator will be responsible for reviewing monthly billing, requesting designated grant funds from the State electronic fund management service, eCivis for reimbursement to Gila County and authorizing Gila County to issue payment.

Recommendation
Sheriff J. Adam Shepherd recommends that the Board of Supervisors approve an application for Text-to-9-1-1 grant funding for Fiscal Year 2019 to the State of Arizona Office of Grants and Federal Resources in the amount of $21,000.
