Memorandum of Understanding (MOU) between the County of Gila and the Gila County Superior Court for the provision of Information Technology (IT) support to the Courts Group.

Background Information

For a number of years the Courts Group which includes the Superior Court Divisions, Court Administration, Clerk of Superior Court, Probation, Globe Regional Justice Court and Payson Regional Justice Court have maintained a Court Information System (CIS) Department and staff separate from the County IT Department to meet the technology needs of the Courts Group. In addition, the Courts Group connectivity is provided through the Arizona Judicial Information Network (AJIN), which is operated and maintained by the Arizona Administrative Office of the Courts (AOC). Maintaining separate departments is no longer a prudent use of resources when considering technology changes and advances, along with the efficient utilization of staff time.

This MOU will provide for the provision of seamless technology support for the Courts Group utilizing the Gila County IT Department staff. It will transfer the two existing CIS positions to the IT Department. The IT Department will provide one full time equivalent (FTE) with primary responsibility of IT support to the Courts Group.

Evaluation

During the past nine months, the Gila County IT Department has been serving as backup support for the Courts Group dealing with a number of connectivity issues, network functionality requirements and desktop needs. After several meetings and discussions between Court Administration and the IT Department, the idea to combine resources became a viable proposal. This MOU will benefit both the Courts Group and the IT Department by providing a better use of existing positions.

Conclusion

This arrangement will provide greater efficiency and better utilization of staff time and minimize duplication of services for the provision of IT support services to the Courts Group, as well as provide for additional IT support services to all County Offices and Departments.

Recommendation

Staff recommends the approval of the MOU for the provision of IT support to the Courts Group.
