Intergovernmental Agreement No. 091216 with the Town of Payson.

Background Information

During the Board of Supervisors' Regular Meeting of September 6, 2016, the Board reviewed an economic development grant request from the Town of Payson to support the activities of the $16M Greater Payson Area Economic Development Strategic Plan (Plan). In reviewing this request, it was acknowledged that it is important for Gila County to show fair and equitable support for economic development activities throughout the County. In turn, Gila County has proposed Vision 20/20-The Foundation for Retention and Expansion of Commerce in Gila County, which would establish a structure of government leadership, business leadership and administrative leadership from all areas of the County. Until the County is successful in gaining support for this more comprehensive approach, the Board of Supervisors decided it would continue to consider economic development grant funding requests on an individual basis. During that meeting, the Board voted unanimously to provide an economic development grant not to exceed $8,500 to the Town of Payson to begin phase I of the grading and landscaping for the American Gulch Project, which was one of the proposed first-year initiatives of the Plan; and instructed staff to return to a future Board meeting with the appropriate Intergovernmental Agreement for Board consideration.

Evaluation

Intergovernmental Agreement No. 091216 between Gila County and the Town of Payson has been signed by Town officials and it is being presented to the Board of Supervisors for final review and approval whereby the County will provide an economic development grant not to exceed $8,500 to the Town of Payson to begin phase I of the grading and landscaping for the American Gulch Project.

Conclusion

The Board of Supervisors needs to authorize the Chairman's signature on Intergovernmental Agreement No. 091216 so that the Finance Department may release $8,500 to the Town of Payson.

Recommendation

Staff recommends that the Board authorize the Chairman's signature on Intergovernmental Agreement No. 091216 with the Town of Payson.

Suggested Motion

Authorization of the Chairman's signature on Intergovernmental Agreement No. 091216 between Gila County and the Town of Payson whereby Gila County will provide an economic development grant in an amount not to exceed $8,500 to the Town of Payson to begin phase I of the grading and landscaping for the American Gulch Project as approved by the Board of Supervisors at its September 6, 2016, meeting.
