Request/Subject
Prioritize proposals to the Eastern Arizona Resource Advisory Council (RAC).
Background Information
The Eastern Arizona RAC is accepting proposals for review and possible funding through the Secure Rural School and Community Self Determination Act of 2000, which has been re-authorized by Congress. The amount of available funding is $350,724.24.

In the past, Gila County has used these funds to complete many projects such as paving the 512 road, resurfacing the 512 road, paving the 423 road, paving the 55 road.
Evaluation
Public Works has developed 3 projects for consideration.

In no particular order, these projects are:

Resurface approximately 4± miles of the Control Road, beginning at the end of the pavement near Tonto Village and continuing east. We are requesting $350,000.

Mill and repave approximately 1 mile of the Gisela Road. The project would begin approximately 2 miles east of SR 87 and continue east for 1 mile. This would get us over the hill and down the mountain towards Gisela. We are requesting $350,000.

Mill and replace approximately 1 mile of Baker Ranch Road. The project would begin at the intersection of Baker Ranch and Zachariae Ranch Road and continue west for approximately 1 mile. We are requesting $350,000.

All 3 projects meet the guidelines for funding. The Baker Ranch Road Project is not on federal land; it is on County right-of-way. The guidelines state the primary location for projects is on federal land; however, projects can be on non-federal lands within Gila County where projects benefit the national forests. Baker Ranch Road provides access to thousands of acres of the Tonto National Forest.
Conclusion
All three of the projects are important to the County and will be completed at some point in the future, with or without funding from the RAC Council.

The Gisela Road and Baker Ranch Road projects will require additional funds from the County’s ½ cent transportation excise tax to complete.

The RAC Council will meet sometime after the first of the year and hear proposals. At that time, Public Works staff will present the Board’s recommendation for funding to the RAC.
