Employee performance pay increases
Background Information
In July of 2014 employees received a one-time lump-sum payment based upon their performance over the preceding 12 months.

Current employee performance appraisals have been completed for each eligible employee for the period July 2014 to December 2015.

The Adopted FY2015/2016 Budget provides for pay increases for employees to be funded out of the "CPI/Performance Pay Increases" line item.
Evaluation
Gila County employees continue to provide dedicated, high quality service to the citizens of Gila County.  In many cases new and increased services have been provided without additional staff.  

The FY 2015/2016 Adopted Budget authorizes 620.39 Full Time Equivalent (FTE) Employees. By comparison, the  FY2010/2011 Adopted Budget authorized 699.88 FTE Employees, which is an 11.4% decrease in FTE in a five (5) year period. 

Staff is proposing to recognize the hard work of employees and management by proposing performance pay increases for all qualified employees.This would be the third (3rd) year employees could receive a pay increase based upon their performance. The prior two (2); however, were one-time lump-sum payments rather than an increase to their rate of pay.
Conclusion
The 2015 performance appraisal scores range from 1.07 to 4.00 with the average being 2.52.  The Administrative Team has aggregated the scores throughout the County and is recommending pay increases as follows:

The average pay increase is 2.0%.  Regular payroll deductions apply and will be subtracted accordingly.  The total cost to the County will be approximately $499,000, including increases in employee related expenses.
 
All active, full-time and part-time employees hired on or before June 1, 2015, who are still employed by Gila County the week ending December 31, 2015, and for whom the Human Resources Department has received a 2015 Performance Appraisal are eligible to receive an increase.  The pay increase would be included in the employee’s regular January 15, 2016, paycheck.
Recommendation
The Administrative Team recommends that the Board of Supervisors approve the 2015 performance pay increases ranging from 3.0% to 1.0% for each qualified employee based upon the employee's performance appraisal score.
Suggested Motion
Information/Discussion/Action to approve performance pay increases ranging from 3.0% to 1.0% for qualified employees at a cost of approximately $499,000.  (Don McDaniel)
