Request to Post Public Notice of On-line Auction of Surplus Material Quarterly for 1 Year
Background Information
Throughout the year the Procurement Group receives miscellaneous surplus material from County departments.  The surplus material may be offered through a competitive public on-line surplus auction or through a public attendance auction.  Some of the items include but are not limited to County vehicles, seized vehicles and items, old laptop computers, televisions, printers, miscellaneous equipment, etc.
Evaluation
Public notice of the on-line auctions must be posted per the requirements of A.R.S. §11-251(9), Powers of the Board; Sell at public auction, after thirty days' previous notice, given by publication in a newspaper of the county, stating the time and place of the auction, and convey to the highest bidder, for cash or contract of purchase extending not more than ten years from the date of sale and on such terms and for such consideration as the board shall prescribe, any property belonging to the county that the board deems advantageous for the county to sell, or that the board deems unnecessary for use by the county, and shall pay the proceeds thereof into the county treasury for use of the county, except that personal property need not be sold but may be used as a trade-in on the purchase of personal property when the board deems this disposition of the personal property to be in the best interests of the county.

On-line surplus auctions will be held quarterly by the Procurement Group unless an excess of surplus materials dictates that the auction will be held sooner. The determination to move forward with the auction date will be made by the Procurement Group depending on what is in the County's best interest.
Conclusion
One month prior to each quarterly auction, a public notice will be posted in the Arizona Silver Belt newspaper.  The notice will include the date the auction will begin, website address for Public Surplus On-Line Auction, and items being auctioned.

The quarterly auctions are tentatively scheduled to be held in January 2016, April 2016, July 2016, and October 2016. These dates may change as needed and determined by the Procurement Group.
Recommendation
The Finance Director recommends that the Board of Supervisors approve the request to post quarterly in the Arizona Silver Belt newspaper the public notice of on-line auction of surplus materials.
Suggested Motion
Information/Discussion/Action to authorize the quarterly posting of a public notice of on-line auction of surplus materials in the Arizona Silver Belt newspaper per A.R.S. §11-251(9).  (Jeff Hessenius)
