Contract Award for Request for Proposal No. 093019 for Master Broadband Plan Consulting Services

Background Information

At the October 15, 2019, Board of Supervisors Regular Meeting, the Board authorized the advertisement of Request for Proposals No. 093019-Master Broadband Plan.

Affordable and reliable broadband service for commercial and residential customers in Gila County is currently not available. The County is seeking a consultant who can develop a county-wide broadband master plan, prepare a scope of work, and a request for proposal for an implementation.

Request for Proposals (RFP) No. 093019 Master Broadband Plan was advertised in the Arizona Silver Belt on October 23, 2019, and October 30, 2019, with a bid due date of November 8, 2019.

Evaluation

The need exists to develop an affordable strategic broadband plan and prepare the roadmap for implementation. Gila County will contract with a consultant who can develop a county-wide master plan, prepare a scope of work, and a request for proposal for implementation.

Request for Proposal No. 093019 was advertised in the Arizona Silver Belt and posted on the County website.

Gila County received one bid from EntryPoint Networks. Evaluation of the proposal was conducted by the Finance Director and Assistant County Manager and was found to be in full compliance with the bid guidelines.

Conclusion

Gila County is seeking to award a contract for Request for Proposals No. 093019 for a Master Broadband Plan. In order to support economic growth in Gila County, an affordable strategic broadband plan must be developed. The plan should identify the actions necessary to develop and implement universally available broadband. The County does not have the expertise required to accomplish this project and is seeking a consultant who has a proven track record in such endeavors.

Recommendation

It is the recommendation of the Assistant County Manager that the Board of Supervisors award a contract to EntryPoint Networks for Request for Proposals No. 093019 for this consultant service with a not to exceed project funding of $12,000.

Suggested Motion

Information/Discussion/Action to award a contract to EntryPoint Networks in the amount of $12,000 in response to Request for Proposals No. 093019-Master Broadband Plan for Gila County; and authorize the Chairman's signature on the contract. (Homero Vela)
