Request approval of AIA Contracts A-133-2009 Standard Form of Agreement Between Owner and Construction Manager as Constructor and A201-2017 General Conditions of the Contract for Construction to provide preconstruction services and prepare a guaranteed maximum price (GMP) amendment to build the new Payson multipurpose building and site improvements.
Background Information
On June 28, 2019, eleven proposals for Construction Manager at Risk (CMAR) RFQ041219 were received, evaluated and interviews with the top three candidates were conducted.  Core Construction was selected by the evaluation panel as the best overall fit for the Payson complex project due to their experience with government building projects similar to scope and size of our proposed project and their subcontractor recruitment and selection process.  The first step in the process is approving the preconstruction agreement where the County, Architect, and General Contractor work together to develop the scope of the project, and the Architect and their engineering support design the project.  Core Construction will provide a GMP amendment to construct the project once the design is almost completed.  At that time County staff will come back to the Board for approval of the GMP amendment.

This project aligns with Strategic Plan - Responsible Resource Management Goal #2 - Improve and maintain facilities, network/technology, infrastructure, and natural resources to ensure employee/public safety, continuity in business operations, and enjoyment of life.
Evaluation
The evaluation team prepared the scope of work, evaluated the proposals and selected Core Construction as the CMAR for the Payson complex project.  The team worked with the Architect and CMAR to identify the priority components of the project.  Gila County has secured the funding through the pledged revenue securities.
Conclusion
The selection team reviewed all written responses and interview responses and determined Core Construction to be the top ranked firm to participate in the planning and construction of the new Payson complex project.
Recommendation
The selection team recommends awarding the contracts to Core Construction.

Information/Discussion/Action to approve AIA Contracts A-133-2009 Standard Form of Agreement Between Owner and Construction Manager as Constructor and A201-2017 General Conditions of the Contract for Construction to provide pre-construction services and prepare a Guaranteed Maximum Price (GMP) amendment to build the new Gila County Payson multipurpose building and site improvements to Core Construction, Inc. in the amount of $33,802 for pre-construction and a Guaranteed Maximum Price percentage of 5%.
