Intergovernmental Agreement DPS Contract No. 2019-119.A1 regarding State Gang Task Force Detention Liaison Officer (DLO) Program.

Background Information

On October 20, 2009, the Gila County Board of Supervisors entered into an Intergovernmental Agreement (DPS Contract No. 2009-261) between the Arizona Department of Public Safety (AZDPS) and the Gila County Sheriff's Office for one (1) detention officer to perform the duties of Detention Liaison Officer to work with the Gang and Immigration Intelligence Team Enforcement Mission "GIITEM."

On August 5, 2014, the Gila County Board of Supervisors approved Intergovernmental Agreement (DPS Contract No. 2014-087) which replaced the Intergovernmental Agreement (DPS Contract No. 2009-261). The Intergovernmental Agreement (DPS Contract No. 2019-119.A1) replaces the Intergovernmental Agreement (DPS Contract No. 2014-087).

Evaluation

The Gila County Sheriff's Office agrees to provide one (1) detention officer as the Detention Liaison Officer to work with GIITEM. DPS agrees to reimburse the Sheriff's Office on a monthly basis for seventy-five (75%) percent of payroll expenses to the officer related to this assignment, including salary, shift pay, benefits, and employee related expenses.

Conclusion

The Gila County Sheriff's Office will provide one (1) detention officer as a Detention Liaison Officer to work with the Gang and Immigration Intelligence Team Enforcement Mission.

Recommendation

Gila County Sheriff J. Adam Shepherd recommends that the Board of Supervisors approve Intergovernmental Agreement (DPS Contract No. 2019-119.A1) between the State of Arizona Department of Public Safety and the Gila County Sheriff's Office to provide one (1) detention officer as a Detention Liaison Officer for GIITEM. The performance period starts July 1, 2019, through June 30, 2020, and shall renew annually on July 1st for a period not to exceed five (5) years.

Suggested Motion

Approval of Intergovernmental Agreement (DPS Contract No. 2019-119.A1) between the State of Arizona Department of Public Safety and the Gila County Sheriff's Office to be reimbursed 75% of the salary for one (1) detention officer as a Detention Liaison Officer for the Gang and Immigration Intelligence Team Enforcement Mission for the performance period of July 1, 2019, through June 30, 2020, and the Agreement shall renew annually on July 1st for a period of time not to exceed five (5) years.
