Sale of 2 Parcels of State-Owned, Tax Deeded Land to Gila County and the City of Globe.
Background Information
A.R.S. § 42-18303 (E) states, "The board of supervisors may accept an offer from, and sell real property held by this state by tax deed to, the county or a city, town or special taxing district in the county for a public purchase related to transportation or flood control.  The board of supervisors shall convey the deed and apportion the monies received in the transaction prescribed by this action."  The Board of Supervisors is statutorily authorized to sell these properties under the following statute:

A.R.S. § 42-18303 (G) states, "If an offer under subsection E or F of this section is pending at the time of the auction under this section, the board of supervisors shall remove the property from the auction."

During a recent review of properties that were newly needed to the State of Arizona c/o Board of Supervisors by the County Treasurer, the County Engineering Department identified Assessor's parcel numbers 201-06-039E and 208-12-007 that could be used for a public purpose related to transportation or flood control.  Steve Sanders, Public Works Division Director, is requesting that the County purchase tax parcel number 201-06-039E as it could be used for a public purpose related to flood control.  He also recommends selling tax parcel number 208-12-007 to the City of Globe as it can be used for a public purpose related to transportation.  The City of Globe has indicated its desire to purchase this property.
Evaluation
It would be a "win-win" to sell the parcels to Gila County and the City of Globe for $1 each because the governmental entities would be able to utilize the properties for a public purpose related to transportation or flood control and the properties would once again be placed on the County's tax rolls.
Conclusion
It is advantageous to sell parcel numbers 201-06-039E and 208-12-007 to Gila County and the City of Globe, respectively.
Recommendation
It is recommended that the Board of Supervisors sell the subject properties to Gila County and the City of Globe.
Suggested Motion
Information/Discussion/Action to approve the sale of Assessor's tax parcel number 201-06-039E to Gila County and the sale of Assessor's tax parcel number 208-12-007 to the City of Globe for $1 each for a public purpose related to transportation or flood control; authorize the Chairman's signature on the related Quit Claim Deeds; and remove said parcels from the list of properties to be sold at the Board of Supervisors' 2018 property tax sale/auction.  (Marian Sheppard)
