Approval of Amendment No. 5 to an Intergovernmental Agreement (Contract No. ADHS17-133182) with the Arizona Department of Health Services for Public Health Emergency Preparedness Funding. This amendment will provide the Gila County Department of Health Services additional funding to address opioid prevention and preparedness efforts in the amount of $83,255.
Background Information
The purpose of the Gila County Public Health Emergency Preparedness program is to readily prepare the staff and community for any public health emergency.  This includes staff training, development of disaster plans, organizing disaster exercises, and procuring emergency supplies and equipment.  The program exists to enhance all hazard strategic planning and direction, coordination and assessment, surveillance and detection capacities, risk communication and health information dissemination, telecommunications capabilities and education and training.

This Intergovernmental Agreement (Contract No. ADHS17-133182) began a new contract period for the public health emergency preparedness grant extending our funding from July 1, 2016, to June 30, 2017, in the amount of $186,389.67 and was approved by the Board of Supervisors at its June 21, 2016, meeting. Amendment No.1 to Contract No. ADHS17-133182 provided an additional $55,870 in funding to be used for Zika Virus community outreach, public education, and mosquito surveillance programs and was approved by the Board of Supervisors at its November 15, 2016, meeting. Amendment No.2 to Contract No. ADHS17-133182 provided an additional $14,029.43 for public health emergency preparedness activities and $10,000 for Zika Virus public educational materials and was approved by the Board of Supervisors at its March 21, 2017, meeting.  Amendment No. 3 to Contract No. ADHS17-133182 extended our funding from July 1, 2017, to June 30, 2018, in the amount of $200,419 and was approved by the Board of Supervisors at its July 11, 2017, meeting.  Amendment No. 4 to Contract No. ADHS17-133182 extended our funding from July 1, 2018, to June 30, 2019, in the amount of $200,419 and was approved at the July 10, 2018, Board of Supervisors' meeting.

This amendment will provide the Gila County Department of Health Services additional funding to address opioid prevention and preparedness efforts in the amount of $83,255.
Evaluation
This funding will allow the Gila County Health and Emergency Management Division, Department of Public Health Emergency Preparedness, to purposefully address the Opioid Crisis and its effects in Gila County.  Gila County will be addressing the Information Management Domain, (This is a required domain of the grant), to include: 1) Create or enhance public-facing local data dashboards that capture and convey recent data on prescribing, overdose morbidity and mortality, treatment resources and availability, and other opioid-related harms as deemed appropriate by each applicant; 2) Create a campaign(s) to raise public awareness about the dangers of opioids. This may include leveraging and tailoring the CDC Rx Campaign or developing new campaigns with appropriate partners that address other important topics such as reducing stigma for those with an opioid use disorder, educating about effective substance use treatment modalities, harm reduction messages about the dangers of fentanyl and fentanyl analogs, or other areas; 3) Develop processes for health systems or clinicians to rapidly share information about opioid overdoses or other opioid-related harms with one another and facilitate exchange of this information with PH case-reporting systems, syndromic surveillance, or other registries; and 4) Monitor news and social media to assess accuracy of messaging to the public.
Conclusion
Approval of Amendment No. 5 to Intergovernmental Agreement-Contract No. ADHS17-133182 will allow the Gila County Health and Emergency Management Division additional funding to focus on addressing the Opioid Crisis through improved information management and sharing capabilities.
Recommendation
It is the recommendation of the Health & Emergency Services Division Director that the Board of Supervisors approve Amendment No. 5 to the Intergovernmental Agreement (Contract No. ADHS17-133182) with the Arizona Department of Health Services for the an additional amount of $83,255 to supplement the continuance of the public health emergency preparedness grant services focused on Opioid Crisis response from September 1, 2018, through August 30, 2019.
Suggested Motion
Approval of Amendment No. 5 to an Intergovernmental Agreement (Contract No. ADHS17-133182) between the Arizona Department of Health Services and the Gila County Health and Emergency Management Division for $83,255 in order to provide continued public health emergency preparedness services focused on Opioid Crisis response from September 1, 2018, through August 30, 2019.
