Contract No. 310-19 with the Arizona Department of Housing (ADOH) for Home Investment Partnership Program Funds and State Housing Trust Fund (HTF) Funds.
Background Information
The Gila County Community Services Division, Housing Services, received HOME and HTF Funds for the period of January 1, 2018, to May 1, 2019.  The Gila County Board of Supervisors approved Contract No. 304-18 on January 11, 2018.  If approved, Contract No. 310-19 would be utilized for housing rehabilitation using HOME and HTF Funds from January 1, 2019, to August 1, 2020.

Gila County developed Owner-Occupied Housing Rehabilitation Guidelines (OOHRGs) dated August 3, 2017.  These guidelines were pre-approved by ADOH and adopted by the Gila County Board of Supervisors on August 21, 2017.
Evaluation
The ADOH administers HOME Investment Partnership Program Funds and HTF Funds for programs through units of local government and non-profit agencies that provide rehabilitation to certain property types owned and occupied as the primary residence of low-income homeowners. 

Gila County Community Services Division, Housing Services, currently maintains a waiting list for income eligible housing rehabilitation applicants.  Funding will be utilized to rehabilitate approximately 5 units that have been identified and qualified for Owner-Occupied Housing Rehabilitation (OOHR).  The units have structural issues and need roof repair, plumbing or electrical repair, and/or structural modifications to meet current codes.
Conclusion
Using the HOME Investment Partnership Program Funds and HTF Funds, the Gila County Community Services Division, Housing Services, will provide energy efficient rehabilitation to approximately 5 units that are currently on the waiting list and qualified as housing rehabilitation applicants.
Recommendation
The Gila County Community Services Division Director recommends that the Board of Supervisors approve Contract No. 310-19 with ADOH in the amount of $220,000 in HOME Investment Partnership Program Funds and $22,000 in HTF for a total of $242,000 to provide OOHR.
Suggested Motion
Information/Discussion/Action to approve Contract No. 310-19 between the Gila County Community Services Division, Housing Services, and the Arizona Department of Housing for HOME Investment Partnership Program Funds and State Housing Trust Fund Funds in the amount of $242,000 to be utilized for housing rehabilitation from January 1, 2019, to August 1, 2020.  (Malissa Buzan)
