PURSUANT TO A.R.S. §38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD AN OPEN MEETING IN THE SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV). A.   Convene a public hearing to hear citizens who may wish to comment on proposed Ordinance No. 2018-04 which modifies the Zoning Map for Unincorporated Areas of Gila County by changing the zoning of Assessor's parcel number 304-30-001J located at 222 W. H Bar Ranch Road in Payson, AZ from General Residential to Rural Residential, so that the parcel may be split; and adopt Ordinance No. 2018-04. (Michelle Dahlke) Adopted

A.   Information/Discussion/Action to approve a Legal Representation Agreement with the Law Firm of Helm, Livesay & Worthington, Ltd. to represent Gila County in the Continental Energy cases. (Jeff Dalton) Approved
 
B.   Information/Discussion/ Action to repeal Finance policy numbers BOS-FIN-001, BOS-FIN-002, BOS-FIN-003, BOS-FIN-005, BOS-FIN-008, BOS-FIN-009, BOS-FIN-010 and BOS-FIN-014; and adopt the following new Finance policies - BOS-FIN-101-Calendar of Events; BOS-FIN-102-Chart of Accounts; BOS-FIN-103-Budget; BOS-FIN-104-Accounting Records; BOS-FIN-105-Fund Balance; BOS-FIN-106-Financial Reporting; BOS-FIN-107-Audit Requirements; BOS-FIN-108-Cash; BOS-FIN-109-Investments; BOS-FIN-110-Supplies Inventory; BOS-FIN-111-Capital Assets; BOS-FIN-112-Travel; BOS-FIN-113-Procurement; and BOS-FIN-114-Credit Card. C.   Information/Discussion/Action to approve Contract No. 310-19 between the Gila County Community Services Division, Housing Services, and the Arizona Department of Housing for HOME Investment Partnership Program Funds and State Housing Trust Fund Funds in the amount of $242,000 to be utilized for housing rehabilitation from January 1, 2019, to August 1, 2020. D.   Information/Discussion/Action to approve the sale of Assessor's tax parcel number 201-06-039E to Gila County and the sale of Assessor's tax parcel number 208-12-007 to the City of Globe for $1 each for a public purpose related to transportation or flood control; authorize the Chairman's signature on the related Quit Claim Deeds; and remove said parcels from the list of properties to be sold at the Board of Supervisors' 2018 property tax sale/auction. 4.   CONSENT AGENDA ACTION ITEMS:  (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Approval of Intergovernmental Agreement No. C-50-19--3-00 between Maricopa County and Gila County regarding the use of the Maricopa County Sheriff's Office Basic Training Academy for the period of October 1, 2018, through June 30, 2021. Approved
 
B.   Approval of Amendment No. 1 to Contract No. 070317-1 Canyon Country Design, Inc.; Amendment No. 1 to Contract No. 070317-2-DLR Group/WRL; and Amendment No. 1 to Contract No. 070317-3-Robert Polcar Architects, Inc. to extend the term of each contract for one additional year (November 7, 2018 to November 6, 2019) in a not to exceed amount of $100,000 per contract for continued on-call design and/or architectural services. Approved
 
C.   Approval of Amendment No. 1 to Contract No. 019-0444 between the Pinal-Gila Council for Senior Citizens (PGCSC), Area Agency on Aging, Region V, and the Gila County Community Services Division, Housing Services, whereby PGCSC will raise the reimbursement ceiling to $10,226 to be used for home repair and renovations to eligible citizens residing in Gila County effective July 1, 2018, through June 30, 2019. Approved
 
D.   Approval of Amendment No. 5 to an Intergovernmental Agreement (Contract No. ADHS17-133182) between the Arizona Department of Health Services and the Gila County Health and Emergency Management Division for $83,255 in order to provide continued public health emergency preparedness services focused on Opioid Crisis response from September 1, 2018, through August 30, 2019. Approved
 
E.   Approval of the appointments of the referenced individuals as Justices of the Peace Pro Tempores for the Payson and Globe Justice Courts with all terms expiring December 31, 2019: Payson Justice Court - Paul Julien, Paul Larkin, Ronnie McDaniel, Jerri Antunes, and Gary Scales; and Globe Justice Court - Paul Julien, Paul Larkin, Ronnie McDaniel, Jerri Antunes, Gary Scales, Rebecca Baeza, and Don Calendar. Approved
 
F.   Approval to reappoint Randy Slapnicka, Mickie Nye and Travis Holder to the Gila County Planning and Zoning Commission (Commission) for the term beginning January 1, 2019, through December 31, 2022; and appoint Jim Muhr and Pamela Griffin to the Commission for the term ending on December 31, 2020. Approved
 
G.   Approval of a Special Event Liquor License Application submitted by the Gila County Cattle Growers Association for a fundraising event to be held on November 17, 2018, at the Gila County Fairgrounds in Globe. Approved
 
H.   Approval of an Application for Extension of Premises/Patio Permit submitted by Albert Keehn to permanently extend the premises where liquor is permitted to be served at the Sportsman's Chalet located in Strawberry. Approved
 
I.   Acknowledgment of the September 2018 monthly activity report submitted by the Globe Regional Justice of the Peace's Office. Acknowledged
 
J.   Acknowledgement of the September 2018 monthly activity report submitted by the Payson Regional Justice of the Peace's Office. Acknowledged
 
K.   Acknowledgment of the September 2018 monthly activity report submitted by the Clerk of the Superior Court's Office. Acknowledged
 
L.   Acknowledgment of the September 2018 monthly activity report submitted by the Payson Regional Constable's Office. Acknowledged
 
M.   Acknowledgment of the September 2018 Monthly Activity Report submitted by the Globe Regional Constable's Office. Acknowledged
 
N.   Acknowledgment of the Human Resources reports for the weeks of October 2, 2018, October 9, 2018, October 16, 2018, October 23, 2018, and October 30, 2018. Acknowledged
 
O.   Approval of the October 30, 2018 and October 31, 2018, Board of Supervisors' meeting minutes. Approved
 
5.   CALL TO THE PUBLIC:  Call to the Public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
