Background Information |
On April 15, 2014, during a regular meeting of the Board of Supervisors, the Board adopted Resolution No. 14-04-06 to execute Intergovernmental Agreement /Joint Project Agreement No. 14-0004031-I (IGA/JPA No. 14-0004031-I), with the Arizona Department of Transportation (ADOT), for the construction of a bridge on Ewing Trail over Oak Creek in Tonto Basin.
The IGA/JPA required Gila County to provide $649,021 towards a total estimated cost of $2,000,000. Page 2 of the IGA/JPA No. 14-0004031-I states that if project costs exceed the initial estimate, the County is responsible for and agrees to pay actual costs exceeding the initial estimate. |
Evaluation |
The initial estimate, developed by the County's consultant, used 9% of the estimate for Construction Engineering (CE) and five percent (5%) for Construction Contingency (CC). ADOT recently came out with updated Local Public Agency (LPA) rates for CE costs which are now fifteen percent (15%) of the project's cost.
In August 2014, ADOT opened bids on the project. The low bid for the project was $1,866,300.90 for the total project. Using the new LPA rates from ADOT, and adding 15% on the low bid amount of $1,866,300.90 for the CE cost, and 5% for the CC costs, the final project amount is $2,239,561.08, which resulted in an excess amount of $239,562, from the $649,021 approved by the Board on April 15, 2014.
After bids were opened, and prior to ADOT awarding the contract to the low bidder, ADOT contacted Gila County requesting concurrence with the final costs. Gila County agreed with the final costs based on the current ADOT CE and CC costs. |
Conclusion |
In September 2014, the ADOT Transportation Board awarded the contract to the low bidder in the amount of $1,866,300.90. On October 20, 2014, ADOT invoiced the County for the additional $239,562 needed for the project. Gila County Public Works has 1/2 cent transportation excise funds available for this expense. |
Recommendation |
The Public Works Division Deputy Director recommends that the Gila County Board of Supervisors approve the expenditure of funds for ADOT Invoice No. 21550, in the amount of $239,562 for the additional costs to the Oak Creek Bridge project. |
Suggested Motion |
Approval for the expenditure of funds for ADOT IGA/JPA No. 14-0004031-I, Project Oak Creek Bridge-Ewing Trail across Oak Creek, in the amount of $239,562 to cover the difference between the estimated costs prior to bid time, and the actual low bid awarded, as well as the increase in the rates used by ADOT for construction engineering and construction contingency. |
