Sale of State-Owned Parcel Nos. 206-18-023A and 206-18-023B to the Town of Miami.
Background Information
Assessor's parcel numbers 206-18-023A and 206-18-023B were deeded to the State of Arizona by the County Treasurer earlier this year because the previous owner did not pay the property taxes for seven consecutive years.  Parcel number 206-18-023A is located at 704 W. Sullivan Street, Miami, and parcel number 206-18-023B is located at 706 W. Sullivan Street, Miami.  The two parcels are vacant lots and they are adjoined.  They are located across the street from Hostetler Pool.
Evaluation
A.R.S. § 42-18303 (E) states, "The board of supervisors may accept an offer from, and sell real property held by this state by tax deed to, the county or a city, town or special taxing district in the county for a public purchase related to transportation or flood control.  The board of supervisors shall convey the deed and apportion the monies received in the transaction prescribed by this action."

It is the intent of the Town of Miami to combine both parcels and to use them for a bus stop for individuals that commute on the Town of Miami's Cobre Valley Transit System.
Conclusion
The Town of Miami intends to use these properties for a public purpose related to transportation; therefore, they may be sold prior to the Board of Supervisors' annual tax sale/auction per statute.  If the Board of Supervisors approves the sale of this property to the Town of Miami, the properties will go back on the County's tax rolls.
Recommendation
The total lien amount on parcel number 206-18-023A is $964.35, and the total lien on parcel number 206-18-023B is $850.59.  It is recommended that the Board of Supervisors sell the subject properties to the Town of Miami for $1 each.  The Town will pay the cost to record the quit claim deeds at $30 each.
Suggested Motion
Information/Discussion/Action to approve the sale of Assessor's tax parcel numbers 206-18-023A and 206-18-023B to the Town of Miami for $1 each to be used for a public purpose related to transportation pursuant to A.R.S. § 42-18303; and authorize the  Chairman's signature on the related Quit Claim Deeds.  (Marian Sheppard)
