Information
Request/Subject
The City of Globe requests an economic development grant to develop an updated Globe-Miami Housing Study that would also include the immediate surrounding unincorporated areas.
Background Information
Currently the only housing studies for the Globe-Miami area and the surrounding unincorporated communities are:

Globe-Miami Housing Assessment: Drachman Institute (College of Architecture and Landscape Architecture/U of A dated Spring 2006).  This was in partnership with Arizona Department of Housing.

Market Study/Globe Workforce Apartments: Griffin Consulting Mesa, Az prepared for the Industrial Development Authority dated June 2014.

Copper Triangle Housing Assessment: Prepared for Resolution Copper by Elliott Pollack & Co. 2015.
Evaluation
In multiple community working groups (most recently the City of Globe/Rural Community Assistance Corporation Building Rural Economies Program; Cobre Valley Cooperative; FMI Community Partnership Panel; BHP Community Resource Group; and Gila County & Southern Gila County Economic Development Corporation) lack of adequate housing has been identified as a barrier to growth.  Again, aligned with our partners, the City of Globe has committed to move forward in developing a housing plan and strategic framework to enhance residential development opportunities for the Globe-Miami and surrounding areas.  Highlights of the study are to include: Community and Housing Profile; Housing Needs Assessment; Land Use & Policy Review; and Goals, Policies, & Quantifiable Objectives.

Upon completion of the regional study and development of the Housing Plan, the cross sector Housing Committee, with members from the Town of Miami, City of Globe, Gila County, Southern Gila County Economic Development Corporation (SGCEDC), area real estate professionals including the Multiple Listing Service Group, investors, and developers will aggressively market our area to regional housing developers, investors and also to potential employers who will now consider our region viable to house their workforce.

With this study completed, our community can actively work towards the ultimate goal of increasing the available housing inventory in every segment, from low-income to workforce and single-family homes.  The study and plan will also enable other local workforce housing groups to be eligible for grant funding to increase our stock of much needed low-income and senior housing.

Per Gila County Policy No. BOS-FIN-016 - Community Agency and Economic Development Funding, the County and the City of Globe shall enter into an Intergovernmental Agreement in order for the County to appropriate an economic development grant.

Conclusion
The City of Globe has received an estimate from Central Arizona Governments for this study and that estimate is $45,000.  Committed partners to date include:

Freeport McMoRan                                         $12,925
City of Globe                                                   $10,000
Cobre Valley Regional Medical Center           $5,000
Supervisorial District II Constituent Funds      $2,500
Supervisorial District III Constituent Funds     $2,500
Other Contributors                                          $7,000
Gila County Economic Dev. Grant                  $5,000

Total                                                                $44,925

Intergovernmental Agreement (IGA) No. 080819 between Gila County and the City of Globe will be presented to the Board of Supervisors and City of Globe for signature.  This IGA states that the amount of the economic development grant being given to the City of Globe is $10,000.  The total amount includes the $2,500 each being given by Supervisors Cline and Humhprey, plus this request of $5,000.
Recommendation
Staff recommends that the Board of Supervisors approve an economic development grant to the City of Globe in an amount not to exceed $10,000 to develop an updated Globe-Miami Housing Study through a contract with Central Arizona Governments.  An IGA between Gila County and the City of Globe is being presented to the Board for approval.
Suggested Motion
Information/Discussion/Action to approve an economic development grant to the City of Globe in an amount not to exceed $10,000 to develop an updated Globe-Miami Housing Study through a contract with Central Arizona Governments and authorize the Chairman's signature on Intergovernmental Agreement No. 080819; and further, the Board determines this is for the benefit of the public and will improve or enhance the economic welfare of the inhabitants of Gila County.  (James Menlove)
