Sale of State-Owned Parcel No. 101-10-008 to Gila County.
Background Information
Assessor's parcel number 101-10-008 was deeded to the State of Arizona by the County Treasurer earlier this year because the previous owner did not pay the property taxes for seven consecutive years.  This property is located at 621 W. Hwy 177, Hayden, Arizona.  The property has a building that was used as a thrift shop and it adjoined the former Hayden motel that was located at 637 Hwy 177, Hayden, Arizona.

The former Hayden motel was purchased by the County on March 12, 2019, for a public purpose related to transportation pursuant to A.R.S. § 42-18303 (E).  The Arizona Department of Environmental Quality (ADEQ) conducted an asbestos and lead survey on the former Hayden motel and the motel was found to contain asbestos.  The County worked with ADEQ to obtain Brownsfield State Response Grant funding for the asbestos and lead survey.  Additional Brownsfield State Response Grant funding was obtained and used to hire a contractor for the abatement, demolition and disposal of the Hayden motel.

In order for a survey to be conducted by ADEQ to determine if this building also contains asbestos, the County must own the property.
Evaluation
A.R.S. § 42-18303 (E) states, "The board of supervisors may accept an offer from, and sell real property held by this state by tax deed to, the county or a city, town or special taxing district in the county for a public purchase related to transportation or flood control.  The board of supervisors shall convey the deed and apportion the monies received in the transaction prescribed by this action."

It is the intent of the County to purchase this building for a public purpose related to transportation in coordination with the Town of Hayden.

Should the Board of Supervisors approve the purchase, the County will work with ADEQ to ultimately have the building abated (if necessary), demolished and the debris from demolition removed from the property.  The same process that was used to coordinate the work to remove the former Hayden motel will be used for the removal of the subject building. 
Conclusion
If the Board of Supervisors approves the sale of this property to the County, the County intends to once again work with ADEQ to obtain Brownsfield State Response Grant funding to have an asbestos and lead study conducted and to ultimately have the building demolished.
Recommendation
The total lien amount on this property is $14,928.27.  It is recommended that the Board of Supervisors sell the subject property to Gila County for $1.
Suggested Motion
Information/Discussion/Action to approve the sale of Assessor's tax parcel number 101-10-008 to Gila County for $1 to be used for a public purpose related to transportation pursuant to A.R.S. § 42-18303; and authorize the Chairman's signature on the related Quit Claim Deed.  (Woody Cline)
