Adoption of Resolution No. 19-10-03 which adopts the 2019 Multi-Jurisdictional Hazard Mitigation Plan.
Background Information
On April 30, 2013, the Board of Supervisors adopted Resolution No. 13-04-03, the Gila County Multi-Jurisdictional Hazard Mitigation Plan 2011, for a period of 5 years from September 2011, through September 2016, for the purpose of supporting hazard mitigation planning activities in Gila County.

On August 29, 2017, Gila County hosted a meeting to establish a project planning team and review the process to update the Multi-Jurisdictional Hazard Mitigation Plan 2011. The updated Plan shall be hereinafter referenced as the 2019 Multi-Jurisdictional Hazard Mitigation Plan. Gila County Emergency Management staff represented Gila County by participating in the planning meetings throughout 2017-18.

The product of that process is the 2019 Multi-Jurisdictional Hazard Mitigation Plan, a plan that was prepared jointly by the County, local municipalities and fire districts within Gila County. This Plan presents comprehensive approaches to mitigation hazards that cross jurisdictional boundaries. It also includes appendices containing a detailed description of each jurisdiction (e.g., its history, economy, demographics, etc.), specific hazard information, and proposed mitigation strategies for implementation.

This Plan is designed to help jurisdictions identify specific actions to reduce loss of life and property.  It is not intended to help jurisdictions establish procedures to respond to disasters or replace an existing Emergency Operations Plan. The goal of hazard mitigation is to decrease the need for response as opposed to outlining a plan for responding to a disaster. Natural disasters cannot be prevented from occurring; however, it is the intent of the 2019 Multi-Jurisdictional Hazard Mitigation Plan to steadily lessen the impacts associated with future hazard events.
Evaluation
The 2019 Multi-Jurisdictional Hazard Mitigation Plan was developed through multi-jurisdictional response partners to ensure that all community preparedness And response recommendations were met. The 2019 Multi-Jurisdictional Hazard Mitigation Plan update will include, at a minimum, the following jurisdictions: City of Globe, Town of Miami, Town of Payson, and Town of Winkelman. The 2019 Multi-Jurisdictional Hazard Mitigation Plan ensures compliance with the Disaster Mitigation Act of 2000 that establishes requirements for local governments to meet eligibility requirements to receive federal funding for both pre-disaster and post-disaster mitigation project funding, a local government must have a FEMA approved Local Hazard Mitigation Plan written in accordance with Section 322 of the Act.

To maintain eligibility for the Federal Emergency Management Agency (FEMA) grants under the Hazard Mitigation Assistance program (HMA), the governing board for each participating jurisdiction is required to adopt this Multi-Jurisdictional Hazard Mitigation Plan by adopting a resolution. The resolutions from each participating jurisdiction (listed above) are attached for review.
Conclusion
The Board of Supervisors needs to consider adoption Resolution No. 19-10-03.
Recommendation
The Director of Gila County Health and Emergency Management recommends that the Board of Supervisors adopt Resolution No. 19-10-03 which adopts the 2019 Multi-Jurisdictional Hazard Mitigation Plan.
