PURSUANT TO A.R.S. §38-431.01, THE GILA COUNTY BOARD OF SUPERVISORS WILL HOLD AN OPEN MEETING AT THE GILA COUNTY COURTHOUSE, BOARD OF SUPERVISORS’ HEARING ROOM, 1400 EAST ASH STREET, GLOBE, ARIZONA. ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV). ANY MEMBER OF THE PUBLIC IS WELCOME TO ATTEND THE MEETING VIA ITV WHICH IS HELD AT THE COUNTY COMPLEX, 610 E. HIGHWAY 260, BOARD OF SUPERVISORS’ CONFERENCE ROOM, PAYSON, ARIZONA. 2.   REGULAR AGENDA ITEMS:
 
A.   Information/Discussion/Action to adopt Resolution No. 19-10-01 approving the form and authorizing the execution and delivery of a Purchase Agreement (2019), a Trust Agreement (2019), a Continuing Disclosure Agreement, an Obligation to Purchase Contract, and other necessary agreements, instruments and documents; approving the sale and execution and delivery of Pledged Revenue and Revenue Refunding Obligations, Series 2019; approving and authorizing the execution of an Official Statement to be used in connection with the sale of the Obligations; and delegating authority to determine certain matters with respect to the foregoing and declaring an emergency; and approve use of cooperative contracts with Stifel, Nicolaus & Company as financial advisor (C-005-1718) and Greenberg Traurig (RFP 01-18-22) as bond counsel for the 2019 bond financing transaction utilizing the Strategic Alliance for Volume Expenditures (SAVE) cooperative contracts. B.   Information/Discussion/Action to adopt Resolution No. 19-10-02 which adopts the 2019 Gila County Emergency Operations Plan. (Michael O'Driscoll) Adopted
 
C.   Information/Discussion/Action to adopt Resolution No. 19-10-03 which adopts the 2019 Multi-Jurisdictional Hazard Mitigation Plan for Gila County. (Michael O'Driscoll) Adopted
 
D.   Information/Discussion/Action to receive an update on the activities of the Payson Senior Center; and approve Amendment No. 1 to Agreement No. 121818 between Gila County and the Payson Senior Center in the amount of $25,000 to support public transportation services for disabled and aged persons over sixty for the Towns of Payson and Star Valley for the period October 1, 2019, to September 30, 2020. E.   Information/Discussion/Action to approve Amendment No. 1 to Intergovernmental Agreement (IGA) No. 060119 with the Town of Star Valley for Consolidated Administration and Operation of Limited Jurisdiction Courts which includes the correction of the payment of the past due amount of $38,209.90 owed by the Town of Star Valley; and authorize the Chairman's signature on Amendment No. 1 to the IGA. F.   Information/Discussion/Action to approve the sale of Assessor's tax parcel number 101-10-008 to Gila County for $1 to be used for a public purpose related to transportation pursuant to A.R.S. § 42-18303; and authorize the Chairman's signature on the related Quit Claim Deed. (Woody Cline) Approved
 
G.   Information/Discussion/Action to approve the sale of Assessor's tax parcel number 304-04-222E to the Town of Payson for $1 to be used for a public purpose related to transportation pursuant to A.R.S. § 42-18303; and authorize the Chairman's signature on the related Quit Claim Deed. (Marian Sheppard) Approved
 
H.   (Adjourn as the Gila County Board of Supervisors and convene as the Gila County Board of Equalization.) Information/Discussion/Action to receive and accept Board of Equalization Hearing Officer H. Charles Johnson's recommendations for Petition for Review of Property Valuation for Tax Year 2020 hearings conducted on September 11, 2019. (Marian Sheppard) (Adjourn as the Gila County Board of Equalization and reconvene as the Gila County Board of Supervisors.) Accepted
 
3.   CONSENT AGENDA ACTION ITEMS:  (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
 
A.   Approval of Amendment No. 2 to an Intergovernmental Agreement (Contract No. CTR043241) between the Gila County Health and Emergency Management Department and the Arizona Department of Health Services to change the scope of work, price sheet and contract name for the contract that is in place from October 1, 2018, through September 30, 2023. Approved
 
B.   Authorization of the Chairman's signature on Governor's Office of Highway Safety Contract No. 2020-PTS-021 to accept grant funds in the amount of $10,000 which will be used by the Sheriff's Office for overtime and employee-related expenses for speed enforcement. Authorized
 
C.   Authorization of the Chairman's signature on Governor's Office of Highway Safety Contract No. 2020-405d-016 to accept grant funds in the amount of $25,000 which will be used by the Sheriff' Office for overtime and employee-related expenses to enhance DUI/impaired driving enforcement. Authorized
 
D.   Approval of a Funding Agreement between the Arizona Department of Housing and the Gila County Community Services Department to receive $5,000 of Continuum of Care Planning Funds to be used through December 31, 2019, to reflect a change in the contract number from 502-19 to 544-19 and to add a Certification Regarding Debarment and Suspension form. Approved
 
E.   Approval of the September 17, 2019, Board of Supervisors' meeting minutes. Approved
 
F.   Acknowledgment of the August 2019 monthly activity report submitted by the Clerk of the Superior Court's Office. Acknowledged
 
G.   Acknowledgment of the August 2019 monthly activity report submitted by the Payson Regional Constable's Office. Acknowledged
 
H.   Acknowledgment of the August 2019 monthly activity report submitted by the Globe Regional Constable's Office. Acknowledged
 
I.   Acknowledgment of the August 2019 monthly activity report submitted by the Recorder's Office. Acknowledged
 
J.   Acknowledgement of the August 2019 monthly activity report submitted by the Payson Regional Justice of the Peace's Office. Acknowledged
 
K.   Acknowledgment of the August 2019 monthly activity report submitted by the Globe Regional Justice of the Peace's Office. Acknowledged
 
L.   Acknowledgement of contracts under $50,000 which have been approved by the County Manager beginning 08-01-19 through 8-31-19. Acknowledged
 
4.   CALL TO THE PUBLIC:   A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
