Contract Award in Response to Invitation for Bids (IFB) No. 080818-Gisela Road Improvements Project
Background Information
The work consists of a roadway improvement project for a portion of Gisela Road.  The proposed project would improve approximately 0.63 miles of the existing roadway west of the summit area.  The proposed work consists of pulverizing the existing pavement surface and base material where applicable followed by the installation of new aggregate base material and asphaltic concrete pavement.

The existing surface of Gisela Road is paved; however, due to the age of the pavement, this road requires routine maintenance from County forces.

The Gila County Manager approved a contract on February 8, 2018, for Woodson Engineering to prepare plans and specifications for improvements to Gisela Road.

On August 20, 2018, the Board of Supervisors approved the advertisement of IFB No. 080818. The IFB was advertised in the Payson Roundup newspaper on August 28, 2018, and September 4, 2018. The bids were opened on August 30, 2018, at 4:00 p.m. and there were 6 responses. The bids were opened at 4:00 p.m. and evaluated in accordance with A.R.S. § 41-2533 Competitive Sealed Bidding.
Evaluation
Of the 6 bids received, all of them were complete and one was chosen to be the best price with qualified experience. The time frame provision for completion in the IFB is 90 days from Notice to Proceed.
Conclusion
It is in the best interest of Gila County to remove and replace the existing asphalt on Gisela road at this time.  This will help reduce maintenance costs at this location and provide the users of this roadway an improved driving surface for years to come.
Recommendation
It is the recommendation of the Public Works Division Director and Finance Department Director that the Board of Supervisors authorize award a contract to the lowest bidder, AZ Western Contracting, Inc., in the amount of $309,056.35 in response to IFB No. 080818-Gisela Road Improvement Project. 
Suggested Motion
Information/Discussion/Action to review all bids submitted for Invitation for Bids No. 080818-Gisela Road Improvements Project; award to the lowest, most responsive, responsible and qualified bidder; and authorize the Chairman's signature on the award contract. (Steve Sanders)
