Community Development Block Grant (CDBG) Application for Federal Fiscal Year (FFY) 2018 Regional Account (RA) Funding.
Background Information
A public hearing P-4 display ad was published in the Payson Roundup Newspaper on August 27, 2018.  The ad stated, in error, that a public hearing regarding use of Fiscal Year (FY) 19 CDBG funds would be held on September 11, 2019.  

On September 11, 2018, Malissa Buzan, Gila County Community Services Division Director, asked that the Board of Supervisors not take action on the public hearing agenda Item.  The item would instead be moved to the October 2, 2018, Board of Supervisors' meeting to allow time to publish an amended display ad correcting the fiscal year and public hearing date.  The Chairman did call for public comment since this September 11th public hearing was advertised; however, no one from the public commented.

A P-6 display ad - Amendments to Projects, was published in the Payson Roundup Newspaper on August 31, 2018, correcting the fiscal year to FFY 2018 and the public hearing date to October 2, 2018.
Evaluation
This is an application to submit for CDBG RA funds. Federal funds are funneled through the ADOH and the Central Arizona Association of Governments. This is a yearly regional fund source allocated to cities, towns and counties within the State of Arizona. Funding, if awarded, would be in the amount of $165,517.  

Per statutory requirement, two public hearings must be held; one public hearing is to obtain input from citizens and one public hearing is to be held by the local governing board, which in Gila County it is the Board of Supervisors.  The ADOH allows the two public hearings to be combined when applying for RA funding and State Special Projects (SSP) Account funding.  This particular application is just for RA funding.  Another application requirement is that the Board of Supervisors needs to adopt resolutions verifying that all of the application requirements have been met, and they must be submitted with the application.  The Board of Supervisors is being asked to adopt Resolution Numbers 18-09-02 and 18-09-03.  Once adopted, these resolutions can also be used when it is time to submit an application for SSP funding.
Conclusion
If approval is granted and funding awarded, the Gila County Community Services Division, Housing Services, will be able to provide services in the form of single family home owner rehabilitation to three eligible citizens residing in Gila County.
Recommendation
The Community Services Director recommends that the Board of Supervisors adopt the two resolutions being presented and approve this application.
Suggested Motion
Convene a public hearing to hear from citizens on the FFY 2018 Community Development Block Grant (CDBG) Application for CDBG Regional Account funding in the amount of $165,517 that will be used for 3 proposed CDBG housing rehabilitation projects in Gila County; authorize the submittal of the Application to the State of Arizona Department of Housing; and adopt related Resolution Nos. 18-09-02 and 18-09-03.  (Malissa Buzan)
