Public Hearing Regarding Dissolution and Realignment of the Gila/Pinal (Counties) Local Workforce Area
Background Information
Under Title 1B of the Workforce Investment Act (WIA), the Workforce Investment System provides the framework for delivery of workforce investment activities to individuals who need those services, including job seekers, dislocated workers, youth, incumbent workers, veterans, persons with disabilities, and employers. Each state in accordance with WIA shall designate a local workforce investment area to oversee the One-Stop delivery system.   On September 21, 2010, the Board of Supervisors approved the original WIA Contract DE111006001.   The Gila County Board of Supervisors and the Pinal County Board of Supervisors are the governing boards for the Gila/Pinal Local Workforce Investment Area. 

The Gila/Pinal Local Workforce Area comprised of both Gila and Pinal Counties plans and coordinates workforce services for both counties.  To better align both counties wih local workforce areas to address economic and workforce planning and services, both counties have agreed in principle to dissolve the current relationship.   Gila County is considering joining the Navajo and Apache Counties Workforce Investment Area and Pinal County is considering joining the Maricopa County Workforce Investment Area.  The dissolution and realignment is scheduled to be effective on July 1, 2015. Gila and Pinal Counties are considering any and all input from the public at two (2) public hearings held on:

October 1, 2014, at 9:30 a.m. at the Pinal County Board of Supervisors Hearing Room, 135 N. Pinal Streeet, Building A, Florence, Arizona 85132; and

October 7, 2014, at 10:00 a.m. at the the Gila County Board of Supervisors Hearing Room, 1400 East Ash Street, Globe, Arizona 85501.
Evaluation
The Gila/Pinal Local Workforce Investment Area may be dissolved on July 1, 2015.  The Gila County Board of Supervisors will consider joining with the Navajo and Apache Counties Workforce Investment Area.  The public hearing will gather input from the public on the dissolution and realignment with Navajo and Apache Counties Workforce Investment Area.  
Conclusion
The Gila/Pinal Local Workforce Investment Area will dissolve effective July 1, 2015.   Gila County would like to join with the Navajo and Apache Counties Workforce Investment Area.  This will allow the delivery of Workforce Investment Act services to eligible citizens of Gila County to continue without disruption.
Recommendation
The Community Services Division Director requests that the Board of Supervisors consider joining the Navajo and Apache Counties Workforce Investment Area. 
Suggested Motion
Information/Discussion/Action to approve the dissolution of the Gila/Pinal (Counties) Local Workforce Investment Area and to request that Gila County join with the Navajo and Apache Counties Workforce Investment Area effective on July 1, 2015, in order to provide continued services to Gila County eligible clients per the requirements of the Workforce Investment Act.
