Gila County Division of Health & Emergency Services requests that the Board of Supervisors accept the Intergovernmental Agreement (IGA) Contract No. ADHS15-078663 (Titled "Public Health in Action") for the Center for Disease Control and Prevention 1305 Health Impact Assessment Grant in the amount of $20,000 from Arizona Department of Health Services (ADHS) for the time period between June 30, 2014, and June 29, 2019.
Background Information
Submission of the grant application by the Health and Emergency Services Division to ADHS for this award was ratified by the Board of Supervisors at the September 2, 2014, meeting. 

ADHS has accepted our application for a grant in the amount of $20,000 to provide a return on investment health assessment of the potential benefits to the Cobre Valley Trail project in order to improve the health and wellness of the people of Gila County by increasing physical activity and the built environment.

The Health Impact Assessment (HIA) advises communities on how to be healthy based on a community's unique makeup. This advice helps communities make informed choices about improving public health through community design.

The HIA is a process that helps evaluate the potential health effects of a plan, project, or policy before it is built or implemented. The HIA can provide recommendations to increase positive health outcomes and minimize adverse health outcomes. The HIA brings potential public health impacts and considerations to the decision-making process for plans, projects, and policies that fall outside the traditional public health arenas, such as transportation and land use.

The major steps in conducting an HIA include:

Screening (identifying plans, projects or policies for which an HIA would be useful),
scoping (identifying which health effects to consider),
assessing risks and benefits (identifying which people may be affected and how they may be affected),
developing recommendations (suggesting changes to proposals to promote positive health effects or to minimize adverse health effects),
reporting (presenting the results to decision-makers), and
monitoring and evaluating (determining the effect of the HIA on the decision).
Evaluation
The goal of this grant is to fund projects that ensure that health is considered in decision-making processes, where it has not traditionally considered. The projects will address access to places for physical activity through innovative solutions from a broad policy, systems and environmental change perspective.

If granted the funding, the Gila County Division of Health and Emergency Services Director has chosen the following deliverables:

1.3a: Number of local or state policies that include language that supports environmental changes to enhance places for physical activity, emphasizing walking.

1.3b: Number of communities that develop and/or adopt a pedestrian or transportation master plan.
Conclusion
This grant funding will allow the Gila County Division of Health & Emergency Services to provide a return on investment health assessment of the potential benefits to the Cobre Valley Trail project in order to improve the health and wellness of the people of Gila County by increasing physical activity and the built environment.
Recommendation
The Gila County Division of Health & Emergency Services Director recommends that the Board of Supervisors approve the Intergovernmental Agreement (Contract No. ADHS15-078663) and titled "Public Health in Action" for the Center for Disease Control and Prevention 1305 Health Impact Assessment Grant in the amount of $20,000 from Arizona Department of Health Services (ADHS) for the time period between June 30, 2014 and June 29, 2019.
