FY 2014 Economic Grant Agreement in the sum of $10,000 for Time Out Emergency and Transitional Domestic Violence Shelter services in Payson.
Background Information
Programs and Services
On January 22, 2013, the Gila County Board of Supervisors approved an Economic Development Grant in the sum of $10,000 for FY 2012-2013, for Time Out, Inc., an Emergency and Transitional Domestic Violence Shelter program.

The continued support of Gila County is critical to the success of the Time Out, Inc. programs. This request for fiscal year 2013-2014 is in the amount of $20,000. 

While based in Payson, Time Out provides emergency shelter, transitional housing, and community programs to all of Gila County, and includes the Gila River Indian Reservation. As the only comprehensive domestic violence program in Gila County, one of the goals of Time Out is to help victims become "thrivers". Among the many accomplishments of the Time Out program, these are just a few that have occurred during the year:  1,700 calls to the 24-hour hotline have been answered; over 9,900 shelter bed nights have been provided, which is an increase of 62% over the previous year; 19 women have been helped to gain full-time employment; 8 male victims of domestic violence have been provided assistance; 1 Pell grant was awarded; and 12 women and families have been moved to "permanent" safe housing.

Time Out offers comprehensive domestic violence services detailed below.

Crisis Intervention

Our crisis line is accessible 24 hours per day. Call 928-472-8007. Hotline operators are bilingual (English/Spanish) and V/TTY is always available. The V/TTY designation indicates that the hotline can be called with both an ordinary telephone and a teletype device (TTY), so it is accessible to people with speech and hearing disabilities.

Residential Programs

• Emergency shelter for women and their children. Includes basic essentials and a broad range of supportive services.
• Transitional housing for families leaving the emergency shelter.

Invidual and Family Strengthening

• Advocacy

• Health and wellness focus

Economic Independence Support

• Life skills workshops

• Therapy including treatment for Post-Traumatic Stress Disorder
• Individual and family counseling
• Domestic violence support groups

Lay Legal Advocacy

• Assistance with protective orders, court accompaniment, translation services
• Victim Compensation claim assistance
• Transportation to court
• Help with obtaining police reports, records, bills, etc.
• Help with certain expenses in relation to court appearances
• Notification of court proceedings

Evaluation
The continued support of Gila County is critical to the success of the Time Out Emergency and Transitional Domestic Violence Shelter.
Conclusion
The County has a limited amount in the Community Agency and Economic Development Funds in the adopted 2013-2014 Budget. While the Time Out Emergency and Transitional Domestic Violence Shelter is in need of the County's support and has requested $20,000, it may be more appropriate to approve funding in the amount of $10,000. The Board should determine that the funds are to benefit the public and improve or enhance the economic welfare of the inhabitants of the County.
Recommendation
Staff recommends that the Board of Supervisors approve the Economic Grant in the sum of $10,000 for Time Out Emergency and Transitional Domestic Violence Shelter services in Payson.
Suggested Motion
Approval of an Agreement between Gila County and Time Out, Inc. in Payson whereby the County will provide an economic development grant to Time Out, Inc, in a not to exceed amount of $10,000 to assist in providing services for the period July 1, 2013, through June 30, 2014; and further, the Board determines this is for the benefit of the public and will improve or enhance the economic welfare of the inhabitants of Gila County.
