Background Information |
At the Board of Supervisors' Special meeting of July 16, 2013, a new methodology and formula based on current data, relevant to today’s library services and tied to services actually being provided by the affiliate libraries was adopted by the Board. It provides a base amount to the rural libraries that are in unincorporated areas, and equitably distributes the limited funding that is available in the Gila County Library District. This particular set of measures includes four core services. It redistributes funding based on services actually provided, while providing consideration for the challenges facing the private non-profit libraries that provide these services in unincorporated areas.
Because the new funding formula is based on measurable services, it removes the requirement for matching funds from the city/towns/tribal entities. It ties funding to four key core measures of library service that can be substantiated, and are standard measures throughout libraries.
The Public Library Assistance Funding Formula recognizes the changes to library services that have occurred in the past twenty years, and connects funding to core library services provided by the eight affiliate libraries to the residents of Gila County. This new funding formula was incorporated into the Library Services Agreements for Fiscal Year 14 and presented to each library's governing board or council.

Evaluation |
Due to the new Public Library Assistance Funding Formula, the funding amounts from the Library District to the public libraries have changed from last year. Library District funding for Fiscal Year 14 for the eight libraries is as follows: Globe Public Library - $113,600; Hayden Public Library - $49,600; Isabelle Hunt Memorial Library - $106,400; Miami Memorial Library - $54,400; Payson Public Library - $230,400; San Carlos Library - $33,600; Tonto Basin Public Library - $68,000; and Young Public Library - $55,600. The Library District distributes these amounts in two installments, in November 2013 and May 2014. |

The Gila County District Librarian recommends the approval of the Library Service Agreements between the Gila County Library District and Globe Public Library, Hayden Public Library, Isabelle Hunt Memorial Library (Pine), Miami Memorial Library, Payson Public Library, San Carlos Library, Tonto Basin Public Library and Young Public Library for fiscal year 2013-2014. |
