Intergovernmental Agreement with the City of Coolidge for Local Access Point for Coolidge Public Library.
Background Information
Access Points are employment information centers which were launched by the Department of Labor under the Workforce Investment Act.  The initiative was part of an effort to create local outreach centers where job seekers could access workforce development services in their local communities.  This concept created a unique opportunity for community agencies and the One-Stop System to engage and partner to promote access to the Workforce System.

An incentive grant from Arizona Department of Economic Security shall fund this initiative.
Evaluation
While each Access Point offers a unique set of resources (depending on the participating partners), all Access Points offer free computer and Internet access for the purpose of job searching.  Access Point connect job seekers to both employment and community resources in a convenient location and close to home. 

Gila/Pinal Workforce Investment Area Responsibilities:
• Share resources and job postings with Access Points;
• Refer individuals to Access Points based on needs and location of residence;
• Market Access Points at all One-Stop Centers;
• Invite Access Points to quarterly One-Stop meetings and provide opportunities for information sharing;
• Hold orientations for Access Points twice annually, if needed;
• Conduct annual staff visits providing support to Access Points as needed;
• Inspection of the locations for signage;
• Training of Access Point staff to help job seekers with job search activities;
• Equipment maintenance and supplies; and
• Desktop computers (Microsoft program with Internet access), printer, computer desk and chair, if needed.

Access Point Responsibilities:
• Host an Access Point consisting of a computer with Internet access and Point of Contact trained by workforce system staff;
• Help job seekers as needed and staff availability;
• Publicize job seeker services to the Access Point’s community;
• Send staff to initial training;
• Submit sign-in sheets monthly to document activities;
• Assure that reasonable precautions will be taken to ensure hardware, software; and/or other equipment remain secure and in good repair;
• Agree to abide by all applicable federal, state and local laws; and
• Refer customers to the One-Stops, as needed.
Conclusion
The purpose of this Agreement is to establish a local Access Point in the City of Coolidge Public Library.  Under the Workforce Act, the "Access Point" model consists of local entities/organizations and/or business where job services can be provided, assisted by trained individuals.
Recommendation
Recommendation to approve City of Coolidge Public Library to become an "Access Point" under the Workforce Investment Act for the period July 1, 2013, through June 30, 2014.
Suggested Motion
Information/Discussion/Action to approve an Intergovernmental Agreement between the City of Coolidge and Gila County d/b/a Gila/Pinal Workforce Investment Board whereby the Coolidge Public Library will be designated as an "Access Point" for the Gila/Pinal Workforce Investment Area under the Workforce Investment Act for the period July 1, 2013, through June 30, 2014.  (Malissa Buzan)
