Adoption of Resolution No. 13-10-01 regarding Vertical Heights Road
Background Information
During a heavy rainfall event in January of 2010, a portion of a County maintained gravel surface road; Vertical Heights, was subjected to extensive erosion of the existing roadway fill zone (to the north of the roadway centerline). This erosive condition resulted in slope and/or toe failure of the roadway embankment and a full lane width portion of the roadway was lost. The previous two-lane gravel surface roadway is now reduced to a single lane that serves a portion of the area north of Globe with no secondary access into the area available. The width of the failure envelope is approximately 150 feet longitudinal with the roadway alignment and nearly 30 feet to the north of the edge of the previous roadway.

Estimated repair to the road failure is in excess of $350,000. Gila County applied to the Arizona Department of Emergency Management( ADEM) for hazard mitigation funds but was unsuccessful in obtaining funding for the repairs.
Evaluation
With limited funding to repair the road other options were explored. One of the options was to shift the road away from the fill area to a cut area. To facilitate this option, additional property needed to be acquired.  The property owner adjacent to the road was contacted and discussions begin in an attempt to acquire additional right-of-way.
Conclusion
The property owner agreed to deed a parcel of land approximately 0.4 acres in size adjacent to the failed roadway to the County. With this additional land the County can shift the location of the road away from the failure and maintain two-way traffic in a safe manner for the traveling public.
Recommendation
It is the recommendation of the Deputy Director of Public Works that the Board of Supervisors adopt Resolution No. 13-10-01

Information/Discussion/Action to adopt Resolution No. 13-10-01 accepting Vertical Heights Road as described in Fee No. 2013-010349, Gila County Records, as a public road and to be maintained as a public roadway in the Gila County Maintained Roadway System. (Steve Sanders)
