Amendment No. 3 to Contract No. HG852277 with the Arizona Department of Health Services.

Background Information

This contract has been in place for approximately two and half years to offer HIV counseling and testing services for the citizens of Gila County. The original grant term was from 1/1/08 to 12/31/10. This amendment extends the contract for one additional year for a total of four years. The annual funding is $4,508. There is no requirement for County matching funds. We are currently budgeted for $4,508 for this current fiscal year. The purpose of this grant is to conduct HIV testing, counseling and referral services, focusing when feasible and appropriate on those populations at highest behavioral risk of contracting an HIV infection.

Conclusion

In 1983, the HIV virus was first identified as the cause for AIDS. In 1985, a test to identify persons with HIV infection was developed. Since that time testing and counseling have been the main weapons for slowing down the number of HIV infections in the United States. Until there is a vaccine for HIV; counseling, testing and medical referrals for persons who test positive remain our best weapon for slowing down the spread of this disease. The extension of this contract will allow us to continue this necessary work for an additional year.

Recommendation

The HIV Program Management recommends the approval of this contract for continued service to our citizens.

Suggested Motion

Approval of Amendment No. 3 to Contract #HG852277 between the Gila County Division of Health and Community Services and the Arizona Department of Health Services to extend the contract through the period of December 31, 2011, in order to provide HIV counseling and testing to citizens of Gila County.
